128 On motion City Attorney and Mayor were authorized to proceed to collect Grade tax as per assessments from Property abutting on Angeline and Columbus Streets On motion Street Committee was instructed and empowered to drain water from Ferdinand Street at Rainier Ave: Mayor appointed F J Brown and A A Hepler as members of the Finance Committee. The mayor to be ex officio member: On motion meeting adjourned to meet on the first Monday in March at 8 PM Approved Mch 2nd 1896 Mayor J A Kelso clerk

129 Columbia Wash March 2d 1896 The Town Council of the Town of Columbia: met persuant to adjournment Mayor Pierson presiding: Roll Called: Present C N Groat, D C Brown, A A Hepler L Almquist and F J Brown: Minutes of last meeting read and approved. City Attorney: RSeported favorably on bond of O A Schade as treasurer. and same was accepted City Attorney bond read and accepted Ordinance No 62 An Ordinance prescribing a place for incarceration of prrisoners being introduced at previous meeting read and on motion was passed on a unanimous vote: Committee on Streets and Alleys report nothing done on Account of no lumber: Also report Bridge Covered. Committee empowered to purchase lumber for drains. Committee on Finanace report Marshal J C Huff's books audited and found same to be carried with balance due town of six & 30/100 dollars; Committee recommend that Clerk open up a new set of books commencing with the Annual Report for January 1896. and that council furnish Clerk with a list of Water Consumers, Owners of Dogs, and persons subject to Poll Tax, and Clerk furnish Marshal with a list of the same and charge him therewith. Committee to balance up accounts to Jan 1st 1896. and furnish Clerk with a copy of the Same. which shall be a beginning of his new set of books, committee further authorized to employ Clerk to made a new entry of warrants so they will be numbered consecutively: Committee granted further time

130 An Ordinance to be known as Ordinance No 63 was introduced regulating the compensation of Marshal Making the salary at $6.00 per month with other fees as heretofore and on motin was laidover to next meeting: J Brown petitioned Council for permission to use Old Lumber from Columbus St and lay sidewalk on Winston St from Ferdinand to Angeline Street : On motion petition was granted: said work to be done at the expense fothepetitioner: Statement from CountyTreasurer showing amount of Taxes due Columbia from taxes collected in the month of Jan 1896 to be 4.80 On motion meeting adjourned to meet first Monday in Apr at 8 PM Approved Apr 6th 1896 mayor J A Kelso Town Clerk

131 Columbia Wash Apr 6th 1896 the Town Council of the Town of Columbia met persuant to adjournment: Mayor Peirson presiding: Roll Called Present C N Groat, D C Brown and F J Brown, absent A A Hepler and L Almquist Minutes of lat meeting read and apporved. O A Schade Treasurer submitted his quarterly Report. Referred to Finance Committee. Attorney Reports progress on collection of Grade assessments and recommend Ordinance remitting penlty on any payments made by July 1st 1896. And on motion same was ordered: Committee on Streets Report no lumber to had for drains without discounting warrants 50 cents on the dollar, and recomend that the work of putting in drains be deferred at present. On motion report was accepted. Committee on Water report Plant in good condition: Bond of C P Hutchinson read and on motion referred to City Attorney Marshal Report $12.00 collected for water in the month of March. leavin $2.00 in arrears: D C Brown suggested an Ordinance be drawn giving Marshal more power to enforce the collection fo Dog Tax, and on motion same was laid over to next meeting: City Attorney Report that Marshal's bond should be signed by wives of surities to comply with previous action fo council. On motion Bond was accepted without signature of surities' wives.

132 On motion Thadeus Osgood was elected the the Office of Police judge: Ordinance No 63 Regulating the compensation of Marshal making the same six dollars per month together with 1 per cent for collecting water rent and 5 per cent for collecting Dog and Poll taxes. was read and on motion passed the Council: Ordinance No 64 extending time for penalty on grade assessment to July 1st 1896 read and laid over to next meeting On Motion: meeting adjourned to meet on First Monday in May at 8 PM Approved June 1st 1896 mayor J A Kelso Clerk
