133 Columbia Wash June 1st 1896 The Town Council of the Town of Columbia met in regular meeting: Roll Called all councilmen present Attorney and Clerk absent F J Brown appointed clerk pro tem: Minutes of the last meeting read and approved Marshal reported on condition of Water Works and the collections of Water rents Report referred to Water Committee: Ordinance No 64 on grade assessments postponed to next meeting: On motion of C N Groat Seconded by F J Brown that an ordinance be drawn Repealing the Dog Tax Ordinance. Groat, Almquist and F J Brown voting Aye: Hepler and D C Brown voting no: Bill of A H Hepler for 25 cts was allowed and on motion Warrant was ordered on emergency fund to pay the same: Bill for $6.00 by Lowman & Hanford was allowed and warrant ordered on Emergency fund to pay the same: On motion $15.00 was transferred from General Fundto the Emergency Fund: On motion warrants were ordered in payment of Officer's Salaries for Jan Feb and march 1896. Adjournment to meet June 4th at 8 PM Approved June 4th 1896 mayor F J Brown clerk pro tem

134 Columbia Wash 1896 June 4th The Town Council of the Town of Columbia met persuant to adjournment Mayor Peirson presiding Council present Groat, Almquist and D C Brown Officers present J A Kelso clerk and C P Hutchinson marshal. Minutes of last meeting read and approved: Attorney reports Formal Demand for road tax due Columbia ready to present to County Commissioners: Attorney reports progress of Grade Tax assessments and asks warrant issued in favor of O A Schade to replace money advanced to pay interveaner Fee. in the sum of $2.00: On motion warrant was ordered on Emergency Fund to pay the same: Matter of Ordinances laid over to next meeting: On motion Meeting adjourned to Thursday June 11th at 8 PM Approved June 11th 1896 mayor J A Kelso Clerk

135 Columbia Wash 1896 June 11th The Town Council for the town of Columbia met persuant to adjournment Mayor Peirson presiding: Councilmen present Hepler, D C Brown Groat and Almquist: Minutes of last meeting read and approved: Ordiance No 65 read and on motion was laid over to next meeting: Ordinance No 64 extending to time of payment of penalty on Street Grade assessments until July 1st 1896, having been introduced at the meeting held on Apr 6th, was read and on motion passed by the Council. Approved by the Mayor and attested by the Clerk: On motion Marshal was ordered to notify persons to remove all Nuisances and Offal from cow stables found at alleys or other places that are considered nauseus Offensive or injurious to the health or pleasure of any person: On motion Warrant was ordered on the emergency fund for 50 cts in favor of O A Schade for lamp chimney: On motion meeting adjourned to firsst Monday in July at 8 PM Approved July 6th 1896 mayor J A Kelso clerk

136 Columbia Wash July 6th 1/96 the town Council of theTown of Columbia met persuant to adjournment: Present V R Peirson mayor [D C Brown]], F J Brown, Groat and Hepler Councilmen J A KElso Clerk and W S McCurley Atty Mayor Peirson presiding Minutes of the last meeting read and approved. Ordinance No 65 Called up and 2d reading said Ordinance being a repeal of the Dog Tax Ordinance now in force: On motionof C N Groat and 2nd by F J Brown that same be passed; motion being put vote was 2 for and 2 against. The vote being a tie vote, the Mayor cast the deciding vote in favor of its passage: Therefore said ordinance was passed and approved: Attorney reports attending to Grade assessments Officers given another month to hand in quarterly reports: Mayor given leave of absence for 2 weeks F J Brown elected acting mayor in his absence. MArshal reports notices served on parties maintianing nuisences: On motion meeting adjourned the meet first Monday of Aug 1/96 Approved Aug 3rd 1896 mayor J A Kelso clerk

137 Columbia Wash Aug 3d 1/96 The Town Council of the Town of Columbia Wash met persuant to adjournment: Present V R Peirson mayor J A Kelso clerk, C P Hutchinson Marshal D C Brown, C N Groat, A A Hepler, L Almquist and F J Brown Mayor Peirson presiding Minutes of the last meeting read and approved: Communication from County Treasurer Showing $29.42 Collected for Taxes in Month of July, read and ordered placed on file; City Attorney heard in regard to Mayor's rights to vote on Ordinance No 65 passed at last meeting, giving as his opinion that he had no legal right to vote. Therefore said Ordinance was taken up again and on motion Ordinance was passed by a majority vote of the Council and Clerk ordered to report said ordinance. H H G Hasting was heard in regard to Council taking some steps toward cooperation with County Commissioners to open County road along Rainier Beach Rwy and continue the proposed road on Rainier Ave through the limits of the Town. On motion Council voted to favor the same. Report of O A Schade town treasurer read and referred to Finance Committee. Report of C P Hutchinson marshal read and referred to Finance Committee: Report of J A Kelso clerk read and referred to Finance Committee: On motioin Meeting adjourned to meet next regular meeting. Approved Oct 8th 1896 mayor J A Kelso clerk
