A warrant of the Fire Fund for $317.78, owned by George T. Wilson of Meadville Pennsylvania, was stolen from Wilson's safe. A duplicate warrant was requested. The House of Delegates, City Treasurer, and Committee on Claims, requested proof that the warrant was stolen. H. Willis Carr, the original owner of the warrant, submitted a letter with an affidavit as proof of the theft. The Committee on Judiciary asked that the Corporation Council draw up an ordinance. Office of the City Clerk Seattle Wash March 11th 1895 Received for R F Stewart City Clerk Affidavit of Geo F Wilson and Ambro Whipple certifying That [Fin Frent] War # 982 for $317.78 has been presented to the City Treasurer and endorsed "Not Paid for lack of Funds" prior to Mar 21,'91 as shown on receiving book of each date herewith.

Seattle, Wash., July 9th, 1894 To the Honorable Council of the City of Seattle, Gentlemen:In the matter of the petition for issuance of duplicate Warrant on the Fire Fund, to George D Wilson, I herewith submit Indemnity Bond, and Affidavit substantiatin staements made as to the original warrant having been stolen. In this matter I have followed the directions given by the House of Delegates, as shown by the accompanying letter from the City Clerk. I trust that you will find these papers in proper for and that you will authorize the issuance of a duplicate Warrant, a hereto fore petitioned for. I also accompany the above papers by the correspondance had in this matter between the City Treasurer, City Clerk and myself. Yours very respectfully H Willis Carr
