To the Hon. the mayor and Common Council of the City of Seattle. Gentlemen Your Committee on Fire and Water having been directed to frame a policy for adoption by the Council, concerning tents within the Fire Limit district; begs to present the following, as being in the opinion of your committee the wisest course for the City to pursue in its future dealing with occupants of tents. First: that the council make an order, that on the first day of May 1890, all tent permits be withdrawn and cancelled, and that all tents and structures which may have been erected within the fire limits under the sanction of the permits aforesaid, and which shall not have been removed by their owners or occupants on or before the first day of

May 1890, be removed by the Street Commissioner immediately thereafter the date at the expense of such owners or occupants, or in such other way as the council may direct. Second: that until the first day of May 1890. Any person who may have had his tent damaged or destroyed by fire or other unavoidable misfortune, and who may desire to continue in business in the same location, be allowed to reconstruct his tent, provided that the Committee on Fire and Water must be satisfied that the said person is acting in good faith, and not for the purpose of speculating in such tent permit.
