Had Mr. Farr been a citizen when he was dropd it would have been simple justice to him to reinstate him without delay to his former position. But the fact of his not being a citizen at that time nor did he become a citizen until after he had severed his connection with the dept I take it that at this time he stands as if he never had been a member thereof, that he must be admitted the same as a new member would have to be, appointed as a substitute until a vacancy occurs for him to be placed permanently. If this view meets with your approval I would ask his confirmation as a substitute.
