227 COMMON COUNCIL OF THE CITY OF SEATTLE Office of the Mayor of the City of Seattle March 19, 1883

A meeting of the Council is hereby called to convene on Wednesday March 21, 1883 at 71/2 O'clock P.M. at the Council Chamber for the transaction of any business that may be brought before it John Collins Acting Mayor

Mar 21/83 Be it remembered that on this the 21st day of March 1883 the Common Council of the City of Seattle meets in its Council Chamber pursuant to the call of His Honor the Acting Mayor Councilman John Collins for the transaction of general business.

The following officers are present, towit: His Honor the Acting Mayor Councilman John Collins and Councilmen Charles F. Clancy, Fred Gasch, Charles McDonald, G. L. Manning and U. M. Rasin Thereupon the following proceedings are had:

Petitions Received From L. Reinig for the right to lay a water pipe from Fifth Street Corner of Madison along Fifth Street to Marion Street thence West along Marion Street to the South East corner of Front and Marion Streets. Granted

From Sarah D. Libby for the raising of sidewalk corner Union and Second Streets. Laid on the table

From D. Horton for the lowering of sidewalk in Seneca Street. Granted upon the condition that petitioner lower the same at his own expense to the top of his Stone Wall

Committee Reports Received From Street and Street Improvements recommending certain grading on Mill Street. Recommitted

From Streets and Street Improvements rejecting the petition of Mary M. Miller in relation to Washington Street sidewalk

Claims Paid The following claims having been duly audited by the Council are ordered paid by Warrants drawn on the funds and in the amounts following, towit:

City Fund Seattle Lumber and Commercial Co. lumber furnished E. W. Ren on New Engine House No (324) $1111.63

Cherry Street Sidewalk ord. 354 S. F. Hoole Contract Work No. 193-198 $539.70

Battery Street Sidewalk Ord. 362 F. H. Whitworth Engineering No 199 $11.75 S. G. Simpson Contract Work 200 + 201 $149.56

Columbia Street Sidewalk Ord. No 354 S. F. Hoole Contract Work No 192 $602.44

Miscellaneous Ordered that the Council as a Committee on Friday afternoon Mar 23 at 3 o'clock P.M. personally inspect all sidewalks constructed + in process of construction upon the grades of the City

Bids Received And now the Council proceeds to open + consider the bids for a Sewer to be constructed in Madison Street under Ordinance No. 355 which bids are as follows, towit:

S. G. Simpson $875.00 John Keenen + John J. Cummings $659.50

And now the Council proceeds to open + consider the bids for the Improvement on James Street under Ordinance No. 365 which bids are as follows, towit:

John Keenen and John Cummings Earthwork per cu yd 28 cents Sidewalks per B.M. $16.00

G. N. Alexander Earthwork per cu yd 25 cents Sidewalks, sewers + cribbing per B.M. $16.20

And now the Council proceeds to open + consider the bids for the Improvement on Cherry Street under Ordinance No. 365

And now the Council proceeds to open + consider the bids for the Improvement of Columbia Street under Ordinance No. 365, which bids are as follows, towit:

G. N. Alexander Earthwork per cu yd 25 cents Sidewalks, Sewers + cribbing per B.M. $16.20

D. S. Hill Sidewalks d" $16.00 Sewers d" $20.50

And now the Council proceeds to open + consider the bids for the Improvement of Spring Street Front to alley under Ordinance No. 365 which bids are as follows, towit:

G. N. Alexander Earthwork per cu yr 25 cents Sidewalks, Sewers, + cribbing per B.M. $16.20

And now the Council proceeds to open + consider the bids for the Improvement of Spring Street from the alley between 3rd + 4th Streets to 7th Street, ord 365 which bids are as follows, towit:

John Keenen and John J. Cummings Earthworks per cu yd 27 3/4 cents Sidewalks per B.M. $16.00

Alexander + Co Earthworks per cu yd 42 cents Sidewalks per B.M. $16.75 Sewers d" $20.00

Ordered that all the foregoing bids be + they are hereby referred to the Street Committee

Ordered that the order of date February 2, 1883 + entered on page 208 fixing the rate of taxation for Union Street sidewalk at 19 mills be + the same is hereby vacated + rescinded

And now the Clerk submits an amended Statement of the cost of the Union Street sidewalk under Ord. 324, thereupon the same is approved

Ordered that the rate of assessment in order to provide

funds to pay for the sidewalk constructed on Union Street under Ordinance No. 324 be + is hereby fixed in the sum of 16 mills on the dollar

Ordered that the rate of assessment in order to provide funds for the Improvement done on Jackson Street under Ordinance 325 be + is hereby fixed in the sum of 16 mills on the dollar

Ordered that the rate of assessment in order to provide funds to pay for the Sidewalk constructed on Cherry Street under Ordinance No. 354 be + is hereby fixed in the sum of 9 2/10 mills on the dollar

Ordered that the rate of assessment in order to provide funds to pay for the Sidewalk constructed on Columbia Street under Ordinance No. 354 be + is hereby fixed in the sum of 8 mills on the dollar

Ordered that the rate of assessment in order to provide funds to pay for the Sidewalk constructed on Battery Street under Ordinance No 362 be + is hereby fixed in the sum of 16 mils on the dollar

Ordered that the Warrant heretofore ordered drawn in favor of the Bank C.O. Whitmore be delivered to M.V.B. Stacy

Ordered that John Collins be + is hereby granted permission to construct a sidewalk on the South side of James Street from 2d Street to the alley between 3rd + 4th Streets

Ordered that the Council stand now adjourned
