262 JOURNAL OF THE PROCEEDINGS OF THE May 24/83

On this the 24th day of May 1883 the Common Council of the City of Seattle meets in its Council Chamber as a Board of Equalization pursuant to adjournment of May 23, 1883 The following Officers are present, towit: Councilmen O. F. Cosper, Fred Gasch + U. M. Rasin

No quorum being present the Council adjourns as a Board of Equalization until Monday May 28, 1883 at 8 o'clock P.M.

May 25/83 Be it remembered that on this the 25th day of May 1883 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment of May 18, 1883

The following Officers are present towit: His Honor the Mayor H. G. Struve and Councilmen O. F. Cosper, Chas F. Clancy, Fred Gasch, Charles McDonald and U.M. Rasin Thereupon the following preceedings are had:

Petitions Rec'd From Mary A. Calhoun for the right to build a sidewalk on Pike Street. Referred to the Committee on Streets and Street Improvements.

From the Hook and Ladder Co. for housing of apparatus. Referred to the Committee on Fire and Water Supply

From W. D. Scott + Co et al for the removal of a China Wash House on Commercial near Jackson. Referred to the Committee on Health + Police

From the Oregon Trans-continental and C+P.S. R.R. Co for the right to construct a road way along the waterfront across Main + Jackson Streets to Washington Street. Referred to the Committee on Harbor + Wharves with instructions to report at next regular meeting by Ordinance or otherwise

From James McNaught remonstrating against the grading of Cherry et al Streets upon the present gradeline. Referred to Streets and Street Improvements

From D. E. Blaine et al for raising the sidewalk on Front Street. Referred to the Committee on Streets and Street Improvements

From the Michigan Mill Co. et al for the opening of Cedar Street. Referred to the Comtee on Streets and Street Improvements

Reports Rec'd From the Atty showing title of James Smith to certain lands. Adopted

Applications for Licenses Ordered that licenses be issued to the following named persons for the periods + purposes, towit: Ingera Gliesmann Grocery for 3 months from May 11/83 L. V. Schmyder Retail liquor 3 "23

Claims Paid The following claims having been duly audited by the Council are ordered paid by Warrants drawn on the funds and in the amounts following towit:

F. H. Whitworth Engineering No. 215 $16. Spring Street Grade (Front to alley betw. Front + 2d) Ord 365

Road Fund G. N. Alexander Sidewalk on Spring from Alley betw Front + 2d to 2d No. 198 $157.69

Special Orders of the Day And now in pursuance to the Notice duly given the Council proceeds to open and consider the bids filed with the Clerk, for an Engine House on Columbia Street, which bids are as follows, towit:

Thereupon said bids are referred to the Comtee on Columbia Street Engine House.

And now the Council proceeds to open and consider the bids for the Improvement of Pike Street under Ordinance No. 375 which bids are as follows, towit:

P. Quigley + Co Grade per cu yd 37 1/2 c Sidewalk " $17.00 Sewers " $20.00

Cummings + Strong Grade per cu yd 39 c Sidewalk " $16.00 Boxdrains " $19.00

Geo. N. Alexander + Co Grade per cu yd 32 1/2 c Sidewalk " $17.00 Boxdrains " $20.00

M. Smith et al Grade " cu yd 59 c

G. W. Currier Sidewalk " $17.20

Ordered that said be + are hereby referred to the Comtee on Streets and Street Improvements.

Ordered that the rate of assessment in order to provide funds to pay for the Improvement of James Street from Front to alley between Front + 2d Street under Ordinance No 365 be and is hereby fixed in the sum of 8 mills on the Dollar

Ordered that the rate of assessment in order to provide funds to pay for the Improvement of Spring Street from Front to alley between Front + 2d Streets under Ordinance No 365 be and is hereby fixed in the sum of 10 9/10 mills on the Dollar

And now the Surveyor submits the Plans + Specifications for the opening of the alley between Front + West Streets from Marion to Union under Ordinance No 384, thereupon after due examination the same are approved

And now the Surveyor submits the Plans + Specifications for the Improvement of Main Street under Ordinance No. 385; thereupon after due examination the same are approved.

Improvements of Columbia Street under Ordinance No. 386; thereupon after due examination the same are approved.

And now the Surveyor submits the Plans + Specifications for the Improvement of James Street under Ordinance No. 384; thereupon after due examination the same are approved.

And now the Surveyor submits the Plans + Specifications for the Improvement of 8th Street under Ordinance No. 388; Thereupon after due examination the same are approved.

Ordinances The Ordinance for the construction of a Street Railway is laid over until next regular meeting.

The Judiciary and Legislative Committee submit an Ordinance entitled "A Special Ordinance appropriating money to pay audited bills." After due consideration the same is adopted upon the following Vote, towit: In favor of adoption Cosper, Clancy, Gasch, McDonald + Rasin. Against adoption none.

Miscellaneous Ordered that in all work hereafter to be let by Contract the Clerk be + is hereby required to notify all bidders that each bid must be accompanied by a Bond with good + sufficient sureties conditioned that if such bid be accepted and a Contract awarded thereon such bidder will execute a Contract and Bond with good + sufficient sureties for the faithful performance of any Contract awarded.

Ordered that all business in writing to be presented to the Council must be filed with the Clerk not later than 4 o'clock P.M. of the day of any meeting of the Council and the Clerk be + is hereby instructed not to present any business unless filed in complyance with this order.

An assignment is presented purporting to be an assignment from John J. Cummings + Co to J. M. Dunn of the Contract for the construction of the Madison Street Sewer. Laid on the table.
