561 COMMON COUNCIL OF THE CITY OF SEATTLE.

Nov. 21/84

[Be it remembered that ?] on this the 21st day of November, 1884 the Common Council of the City of Seattle meets in it's Council Chamber pursuant to law. The following Officers are present Towit: His Honor the Mayor John Leary, and Councilmen Chas. F. Clancy, Geo. F. Frye, W.A. Hamilton, B.L. Northrup, Alfred Snyder, E.F. Sox, H.L. Yesler, W.G. Latimer and W.V. Rinehart. thereupon the following proceedings are had:

Petitions Rec'd From J.A. McPhee et al for a gas lamp corner 7th and Jefferson Streets. Referred to Gas Com tee From Levi W. Foss for permission to mainton his Slaughter House at present location. Referred to Health Officer with instructions to examine the condition of all Slaughter House and Hog ranches within the prohibited limits & report the result. Remonstrances From Wm Hammond & Wm H. Shoudy against the approval of an [a???] plat of North Seattle presented by D.T. Denny. Ordered laid on the table.

Communications and Reports From the Surveyor recommending the closing of Jackson Street between Commercial and Second Streets until the Spring. Adopted with the exception that people residing in the neighborhood shall have the right to cross the Street in order to reach the alley between Commercial & 2d Streets to deliver Coal, Wood, etc. From the Chief of the Fire Department showing where the Fire Plugs have been located. Referred to the Committee on Fire & Water Supply. A Communication is rec'd from His Honor the Mayor on the enforcement of the Sunday law & on the matter of the suspension of Officer Ross, reinstating said Ross. From certain members of the Police Force recommending the removal of the Boot Black Stand of David the Shiner. Ordered laid on the table

Adopted From special Com tee on Gas Light, recommending a Contract with the Gas Co. Accepted & ordered filed. From the Committee on Sewers recommending that the Surveyor be instructed to furnish plans & specification for the extension of the Marion Street Sewer to deep Water. Adopted From the Street Com tee recommending that the petition for the extension of Rollin Street be returned to the property owners on the line of the propsed street for more signatures. Adopted From the Committee on Licenses recommending the refunding of $50.00 to M. McDonald on a/c of license refused. Adopted From Street Com tee recommending the payment of the claim of James Bogart. Adopted

Nov 21/84 Frank Lessman for Grocery license for 3 months from Oct. 13 Miles & Thomas Retail 3 [ditto?] Ordered that the application of John Shepich for a Grocery license be & the same is hereby rejected.

Claims Paid The following claims having been duly audited by the Council are ordered paid by Warrants drawn on the funds and in the amounts following, Towit:

Ordinances The Attorney submits an Ordinance entitled "To provide for the better observance of Sunday", after due consideration said Ordinance is adopted upon the following vote, Towit: In favor of adoption Clancy, Frye, Har-rington, Latimer, Rinehart, Snyder, Yesler, Against adoption Northrup, Sox. The Attorney submits an Ordinance entitled "To prevent the Smoking and Inhaling of Opium". After due Consideration said Ordinance is adopted upon the following vote, Towit: In favor of adoption Clancy, Frye, Harrington, Latimer, Northrup, Rinehart, Snyder, Sox & Yesler. Against adoption none The Attorney submits an Ordinance entitled "to provide for the distri-bution and sale of the Revised Ordinances of the City of Seattle", after due consideration said Ordinance is adopted upon the following vote, Towit: In favor of adoption Clancy, Frye, Harrington, Latimer, Northrup, Rinehart, Snyder, Sox & Yesler. Miscellaneous Ordered that the Street Commissioner be & is hereby instructed to work all laborers on the streets 9 hours for a days work, the rate of wages to remain as heretofore The Street Com tee reject the petition of John H. Randolph for an exclusive privilege to post bills. Report adopted. The Street Com tee return the plat of "D.T. Denny's Park Addition to the City of Seattle" recommending that the same be approved. Adopted Ordered that the rate of levy in order to provide funds to pay for the Improvement of Battery Street under Ordinance No. 601 be & the same is hereby fixed at 68 mills on the Dollar. A report is rec'd from the Cemetery Commissioner on Cemetery matters. Referred to the Com tee on Public Buildings Property & Grounds. Ordered that the Council as a body accompanied by the Surveyor proceed on Saturday the 22d [with?] to examine the matter of a Sewer for Union Street. A proposal is rec'd from M.J. Welch offering to remove the rock from Madison Street for $80.00. Ordered laid on the table Ordered that the Council stand now adjourned
