Hon: Neil S. Brown Governor to the state of Tennessee

Dear Sir

I take the liberty of addressing myself to you in this manners and requesting to be appointed Commissioner to take acknowledgements of Deeds, affidavits depositions & in the State of New York to be used in your State. I reside in the City of New York to be used in your State. I reside in the City of New York and have my office in Wall Street in the centre of its business and it would be a great source of satisfaction to me as well as of accomodation to those who require such a commissioner that I should have such power. I have ventured to address you in my own name supposing that in my case the request will not need to be backed by any of my numerous friends.

Neill S. Brown GOVERNOR OF THE STATE OF TENNESSEE, To all who shall see these Presents-GREETING: WHEREAS, IT HAS BEEN MADE KNOWN TO ME that a certain Alfred Bailey, charged with having committed a foul and atroucious Murder on the 14th day of April, 1848, in our county of Bradley, had fled from justice and is now running at large. Now, therefore, I, Neill S. Brown, Governor as aforsaid by virtue of the power and authority in me vested, do hereby offer a reward of two hundred dollars to any person or persons who may apprehend the said Alfred Bailey and deliver him to the Sheriff or Jailor of our county of Bradley, in order that justice in that behalf may be had and executed. In testimony whereof, I have hereunto set my hand, and caused the Great Seal of the State be affixed, at Nashville, on the 13th day of July, 1848. By the Governor: N.S. BROWN. W.B.A. RAMSEU, Secretary of State.

DESCRIPTION: Said Bailey is supposed to be five feet eight or nine inches high, heavy made, swarthy complexion, down and surly look, heavy dark beard, supposed to be between thirty-five and forty years of age. at the last sccount of him, he was in Walker County, Ga. and the general impression is that he will go to Texas. Bailey is supposed to weigh from one hundred and fifty to one hundred and sixty pounds, rather slow of speech and coarse voice. July 26, 1848---4t 396

State of Tennessee Bradley County I Thomas S Bates of Bradley County and state aforesaid do hereby certify that James C Poe WT Poe vs George H (illegible) on 27th of Sept 1848 delivered to me at Bradley County Jail Alfred Baily who had been charged with the murder of Isaac Howell of Bradley County Tennessee on the fourteenth day of April 1848 And the same Alfred Baily for which the Governor of the state of Tennessee has offered a reward of two hundred dollars bearing date of the 13th of July 1848 And the description of the said Baily bearing date Juley 26, 1848 Given under my hand Sept 28 1848 Thos S Bates Sheriff and Jailor of Bradley County

State of Tennessee Bradley County I John H. Robertson clerk of the county court for the County of Bradley aforesaid do certify that Thomas S. Bates whose name appears to the foregoing certificate is the Lawful Sheriff and Jailor in the County of Bradleyaforesaid that he was duly Elected and qualified as the Law directs-given under my had and Seal of officer at office in Cleveland September the 28th 1848 John H. Dandridge 19th Decr. 1848

To His Excellency N.S. Brown

Sir.

You will recieve from Major James Hickman, (who will hand you this) a transcript of the record in a prosecution against Isaac A. Miller who stands charged in the Circuit Court of Sevier County with the crime of Forgery, having forged (as it is alledged) instruments of writing, by which heavy sums of money were obtained by him from the Branch of the Bank of Tennessee at Rogersville, he is a fugitive from Justice and is understood here at this time to be a citizen of the State of Texas; the transcript is furnished for the purpose of asking of your Excellency, a demand of the said Isaac A. Miller, from the Governor of Texas.

William Wilson is also a fugive from Justice, being charged with the murder of Thomas Howsley, in this County of Jefferson, it is also understood that said Wilson is a resident citizen at this time of the State of Texas a transcript of the record in his case, is furnished, for the purpose of asking that your Excellency will demand him from the Governor of Texas.

I recommend Major Hickman as a suitable agent on the part of the State, to receive said fugitives.

Jonesborough Ten Oct 3rd 1848

I presented to you when in Nashville last Nov the Sherreff, deputy Sherrff and the prosecutor in the case the State vs George Freeman, who is now in the penetentiary. You no doubt recollect that they three state to you that they had no doubt that Freeman was innocent of the charge, you stated that if there was a petition sent you setting forth the facts signed by as many of the jury & respectable citizens as could be got that you would release him

The petition was sent to you, which I have been informed was signed by the Judge prosecuting attorney, and two of the jurors; but not specified as jurors, which was your objection to the petition.

I have been absent from home the most of the time since, and did not know until a few days ago but that he was released. I here enclose you a certificate of the jurors in the case. The two marked thus X were not at home when the peti tion was got up

Freeman has a wife and several small children, who are very much dependent

when the (? charitable) neighbours for subsiseance Cal Hartsell who is one of her nearest neighbors informed a few days ago that he gave her more than half the subsisted one

This is truly a pitiable case, there is scarcely a person in the county that believes he was guilty of the charge I don't know of one

I do hope you will consider his case & when you do every circumstance communicated with it I feel assured that you will release him and let him return in time to provide for his family through the approaching winter
