III We all know that although Blacks are 12% of the population, they hold only 1% of the elected offices.

(B) Why do other ethnic groups do considerably better...for example, Jews in New York, Poles in Chicago + Milw, Irish in Boston, etc.

VEL PHILLIPS, JD, Adjunct Professor Final Exam - 12/14/83

I. Over the past several decades there has been a surge of black electoral success, especially in the cities. There are many factors and events responsible for this success in the election of Black city officials.

Name and explain in some detail the four most relevant factors related to this success.

II. As you know, we do not have an equal level of Black representation in all cities. For example, there are some cities like Los Angeles, Detroit, Atlanta and Chicago that are capable of electing Black mayors, whereas Miami, Indianapolis, San Francisco, New York and Dallas have never had a Black mayor. The same varying degree of success in different cities can be seen in City Council representation. Again, the level of representation is not equal. There are at least four sets of city characteristics or factors that can account for these differences in levels of representation in various cities.

Name and explain in some detail each of these sets of factors and specifically state which of these sets of factors is the most significant.

III. Clearly, winning local political office is only half the battle, a fulfillment in some instances of a symbolic goal. But how do blacks translate their victories and presence into meaningful decision making and policy changes.

Mayor Hatcher in Gary, Mayor Young in Detroit, Mayor Stokes in Cleveland and very recently, Mayor Washington in Chicago have not had "easy" cities to govern. There are at least five (5) sets of factors or obstacles that must be overcome in order for black representation to have real influence on public policy.

Name and explain in some detail four of these sets of factors.
