the District reports that from the best information he can obtain from various sources, he is of the opinion that Yaquina Bay is destined to become a place of considerable importance, as it is connected with the Williamette valley by a good wagon road, affording a natural outlet to the products of the country, and that the lands along the Bay are nearly all occupied by settlers. Sawed Lumber is now shipped from the Bay to San Francisco. The Bay is narrow, but navigable for twenty five miles; is accessible by coasting vessels, affording perfect shelter from all winds; and appears to be the best harbor of refuge for coasters between Humboldt Bay and the Columbia River, which is a very important consideration for vessels trading to the northward from San Francisco, especially in the winter months.

It is reported that vessels drawing 10, 12 or even 13 feet water, can by choosing the time of tide come and depart with safety, and in that regard, the entrance has a very decided advantage over the more tortuous channels of other places on the coast.

It is reported that the central counties of Oregon on the Williamette river are rich in agricultural products, and that they can be more cheaply transported by Yaquina Bay for shipment than to Portland, Oregon, (particularly at the low stage of the water of the Williamette River.) and thence down the Columbia river in ocean steamers or sailing vessels.

The route from Corvalles to Yaquina Bay, is said to be but forty miles, and an important line of communication between the interior and the coast at that point.

A sea-coast light and fog-signal on Cape Foulweather would subserve the interests dof general commerce in continuation of the general plan for lighting the Pacific coast of the United States.

Of the twenty light stations of the United States on the line of the Pacific coast, there is but one in Oregon.

The resolution of the Senate is herewith returned.

belong to the man who performed its duties, This opinion is sustained by repeated ruling of the Department in similar cases.

In the same letter I find enclosed a nomination of James Brown as Assistant Keeper of this Light House, in place of Charles Brown resigned as Assistant Keeper of this same Light House. No letter of resignation has been received.

Upon examination in this office and in the Appointment Division of your office, it does not appear that Charles Brown is nor ever has been an Assistant Keeper at this place. _ I am inclined to think however that he has been acting under the orders of the present Superintendent of Lights, Mr. Ross, or his predecessor, without any warrant from or even the knowledge of the Department. I have written to Mr. Ross for further information by same mail.

Rel to removal of Wreck "Scotland"

Sir: _ I have the honor respectfully to submit in reply to the communications from Geo. W. Elder, Esquire, vice president of the "Old Dominion Steam-ship Company, and from Russell Sturgiss Esquire, dated New York, November 28th 1870, in regard to the withdrawal on the 5th proxims (in accordance with the notice to Mariners issued November 2d 1870) of the light vessel placed in the month of April 1868 to mark the "wreck of the English Steamer Scotland, sunk near the outer entrance to the harbor of New York under authority of the 1st Section of the joint Resolution of Congress approved March 2d 1868 (A.) that it appeared by the last annual report of the Inspector of the District dated September 30th 1870 that the wreck had been removed and the vessel no longer required to be kept in that position for the purpose for which she was originally needed, upon the receipt of which the Inspector was called on, "to report his authority for saying the wreck had been removed." On November 1st last the Inspector transmitted a communication (B) from General John Newton U.S. Engineers, under who direction the operation of removing the wreck had been
