District Council of Lincoln Minutes of meeting held on 17th May 1946 Present Crs HJ Blacker, Jas Doudle, RF Richardson, GC Smith & P Woods. Also Clerk AH Taylor & Overseer KS McFarlane. In the absence of the Chairman, Cr RF Richardson was voted to Chair, later on the arrival of Cr Morgan, he took his place as Chairman. Minutes of previous meeting read & confirmed. Financial statement presented showed a Credit of £6116.15.3

Nominations Received Clerk reported that Nominations for Councillors had been received as follows - Warrow Ward. WG Morgan, re-elected unopposed. Ulipa Ward -Jas Doudle and GA Vigar, Mortlock Ward, HJ Blacker and KW Ford. Prop Cr Doudle/Sec Cr Woods} That Polling places for Ulipa Ward be at Mt Hope and Warrow. Carried.

Re Crossing Over Railway Hd Warrow. Correspondence - Resident Engineer Western Water District requested the consideration of the Council to a crossing being Constructed over the Railway Line near the S.W. Corner of section 6 Hd Wanilla, which is required in laying the Main for the Uley-Wanilla water Scheme, along the road, the Boundary of the Hundreds of Lincoln & Wanilla. Prop Cr Woods/Sec Cr Doudle} That this crossing be made when possible and the SA Railway Dept be requested to construct their portion of the Crossing. Carried.

Town Planner at Cummins Town Planner Stating he would be available to visit Cummins on 6th May and Clerk stated that he had arranged for the Secy Cummins Progress Assoc to make the necessary arrangments and to meet Mr Day on his arrival and supply the necessary assistance and the Town Planner had duly visited Cummins and returned to Adelaide.

Section of Road to be Closed Proper Bay JB Calder, Surveyor, with plan of portion of Road to be closed South of Sec 502 Hd Lincoln at Proper Bay, for Council's Seal and Signatures. This plan was duly signed and Seal attatched.

Re Land from J Fuss for Road to be fenced. John Fuss Cummins stating he requires an assurance in writing that Council will pay the cost of a new fence between his property Block 2 of Sec 3A Cummins and the new Road to be opened on the Western boundary of the Said property, before he will sign the Memorandum of Transfer of the land for the road. Prop Cr Blacker/Sec Cr Woods} That Council agree to pay for the new fence and the assurance given to Mr Fuss. Carried.

Land Declared Road In connection with the above Transfer of land for Road the following minute was passed - Viz Prop Cr Blacker/Sec Cr Smith} That it be Resolved that the land contained in the Memorandium of Transfer from John Fuss to The District Council of Lincoln and dated the - day of - 1946, and comprising portion of the Land in Certificate of Title Register Book Volume 1764 Folio 151, be and is hereby declared to be a Public Road. Carried.

Electric Light Cummins Secretary Cummins Progress Associon Complaining of the unsatisfactory condition of the Electric Light Plant and Supply. Resolved that the Overseer investigate the complaint.

Re Dentists- Secretary also wrote in reference to the premises used by visiting Dentists. Received.

Re Roads near Pillana and Palms Palm Bros re dangerous condition of the road at the Railway Crossing South of Pillana at 36 mile, also other dangerous places on School Bus Route and at the Corner of Sections 18-19 .32 & 33 Hd Mortlock which need attention. These were left to the Overseer have repaired.

Proposed by Cr Blacker/Seconded By Cr Smith} That it be resolved that the land contained in Memorandum of Transfer from JOHN FUSS to The District COUNCIL OF LINCOLN and dated the - day of - 1946, and comprising of the land in Certificate of Title Registration Book Volume 1764, Folio 151, be and is hereby declared to be a Public Road. Carried.

Re Closing Road at Little Swamp (SM McFarlane) SM McFarlane Requested the closing (and Sale to Him) of the road between Section 141.142.146 and Sections 69 & Pts 67 & 68 Hd Lincoln as this road divides his property and is not required as a road. Prop Cr Woods/Sec Cr Smith} That the Council agree to the closing of this road and sale of the land to SM McFarlane, and steps be taken to close same at the first opportunity. Carried.

Victory Day Celebration Secretary to The Hon The Premier in reference to Victory Day Celebrations and requesting the Co Operation of the Council in suitable Celebrations in Country Centres. Council to Co-operate.

Applications for enrolment as Owners and Occupiers The following made application to have their names inserted in the Assessment Book as Owners or Occupiers of various properties, to enable them to vote at the Annual Election:- Viz VH & WP Mickan as joint owners of Section 1A Hundred of Mortlock Estate of Late PJ Mickan - As the Transfer has not yet been negotiated this could not be done but on the motion of Crs Blacker & Smith - VH Mickan was entered as Occupier of Sec 1A.

DH and RR Myers of RL Myers & Son as joint owners of Block E Hd Kiana - Not Registered as joint owners Donald H Myers was inserted as Occupier of Part Block E Hd Kiana - Motion by Crs Doudle & Woods.

AJ - WF. JL and DG Vigar of GA Vigar & Sons to be entered as joint owners of Section 29.30/1/2/3/4. 47/8/9 50/1 HdKiana, and WF Vigar as Occupier of Section 33 Hd Kiana Cr Doudle/Cr Woods} That WF Vigar be inserted as Occupier of Sec Hd Kiana Carried.

DK Speed as Occupier of Section 97 Hd Kiana. TH Speed and LO Speed as part joint owners of the land held by Speed Bros Hd Kiana. Prop Cr Doudle/Sec Cr Richardson} That DK Speed be entered as Occupier of Sec 97. And TH & LO Speed as joint owners in Speed Bros property as requested. Carried.

H Sawford as Occupier of Section 154 Hd Kiana/HJ Russell as Occupier of Lots 9 & 10 (House) Mt Hope} Both entered as requested on the motion of Crs Doudle & Woods. WM Schulz as Occupier of Pt Lot 38 of Sec 3A Hd Cummins This was entered on motion of Crs Blacker & Smith. JW Hayman Requested that KW Hayman as Occupier of Part Section 12 Hd Cummins - Granted on motion by Crs Richardson & Smith

Hospital Rate Hospital Dept. With notice of Hospital Rate due for year ending 30 June 1946 - £235.18.10. Received

Re Visit of Vice Regal party to P. L. and Cummins Private Secretary Advising the visit of His Excellency The Govenor / SirWilloughby and Lady Norrie to Pt Lincoln on 21st and Cummins on 22nd June - and requesting the Council to Co operate in making their arrangements for their stay in Pt Lincoln and suggesting that the council may wish to extend a Civic Welcome at Cummins in the evening of June 22nd. Clerk Stated that the Chairman and himself had conferred with the Town Clerk in reference to the Pt Lincoln Programme and that he had spoken on the phone to the Private Secy and His Excellency only wishes a Civic reception and to meet Representatives of RSL and Lady Norrie the Womens Organizations in the evening - and he may call at the Recreation Ground as suggested to the Football match that is to be played there that afternoon, on his arrival about 4pm, weather permitting. Left to Clerk and Councillors for the district to arrange details of Itinerary.

Re St Johns Wort Pt Lincoln Agricultural Bureau re spread of St Johns Wort and suggesting that beetles be obtained to destroy same. Clerk stated that beetles are not yet obtainable.
