To the Mayor and Common Council of the City of Seattle:- Your petitioner, S L Bowman, a resident of the city of Seattle, respectfully petitions your honorable body to enact an ordinance granting to your petitioner and his assigns a franchise to build and operate a line of street railway in the city of Seattle, beginning at or near the corner of Yesler Avenue and South Second Street, thence southand east along south Second, Jackson, South Third and Weller Streets to the east line of the Syndicate Addition, thence southeasterly to the south boundry line of the city, which proposed route is more particularly designated in a draft herewith submitted of such an ordinance to that end as will be satisfactory to your petitioner; subject to such alterations of said proposed ordinance and ot the route therein designated, if any, as may appear suitable to your honorable body and as may be agreed upon between your honorable body and the undersigned. 374 JOURNAL OF THE PRCOEEDINGS OF THE Oct 8/83 Be it remembered that on this the 8th day of October 1883 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment. The following Officers are present, towit: His Honor the Mayor H.G. Struve and Councilmen B. F. Day, Charles McDonald, Otto Ranke and F.W. Wusthoff. Thereupon the following proceedings are had: Petitions Rec'd From Strong & Harkins for an allowance of 15 percent of all reserve funds claimed on Madison Street Improvement. Referred to Street Committee. From O. Jensen for the rights to occupy with a house a portion of Weller Street. Referred to Street Committee. From S. G. Simpson declining to build the Sidewalk on Washington Street under Ordinance No. 369. Referred to Street Committee. From Chas S. Roe for the right to erect poles and (shield?) wires for Electric Light purposes. Referred to Street Committee. Communications Rec'd From the City Attorney on the matter of the legality of the condemnation of property for Jackson Street Extension concluding that all proceedings heretofore had in the matter of such extension are void. Adopted and Attorney instructed to submit a proper ordinance. Committees Reports Rec'd From Street Committee rejecting the petition of G.A. Tyler to occupy the foot of Seneca Street. Adopted. From Street Committee recommending the granting of the petition of Seattle Lumber & Commercial Co et al for planking foot of Marion Street. Adopted and Street Commissioner instructed to perform the work. From Committee on Harbor and Wharves approving Harbor Masters Report. Adopted. From Street Committee approving J. C. Lipsky's report on Powder House. Adopted. Applications for Licenses Received Ordered that Licenses be ordered issued as follows, towit: T. M. [T?] for Retail liquors for 3 months from Oct 7, 83 [?]

Communications Rec'd From Robert H Street with reference to license of Book Agents Referred to the Committee on Licenses From Surveyor recommending certain changes in grade elevation on Madison Street. Referred to Street Committee Reports Rec'd From Treasurer on general funds for month ending September 30, 1883. Referred to Finance Committee Committees Reports Rec'd From Health & Police Comtee reporting that nuisence complaint of by Henry Westphal et al had been abated. From Street Committee Rejecting the petition of L B Andrews with reference to Madison Street assessment Roll. Report adopted From Street committee rejecting the petition of Martin Strong for 15 percent of reserve funds on Madison Street, Report adopted From Street Committee rejecting the petition of O Jensen for the right to obstruct Weller Street with a house. Report adopted & petition denied. Ordered that the Attorney be & he is hereby instructed to proceed forthwith to cause the removal of said obstructions. From Street Commitee recommending the granting of the petition of Charles S Roe for the erection of ploes & stretching wires for electric light & recommending that the Attorney be insturcted to submit a general Ordinance regulating the subject. Adopted. Claims Paid Fire Fund Donald Mackay Architect Coulmbia Street Engine House $69. F W Wusthoff Valves etc. for Engine No1 66.12 Applications for Licenses Ordered that licenses be issued as follows, to wit: Frank Lessman for Retail Liquors for 3 months from Oct 13/83 Miter & McCormick for Retail Liquors for 3 months from Oct 15/83 Consideration of Ordinances And now the Council proceeds to consider and Ordinance entitled 'Ordinance to ament section five (5) of Ordinance No[?]

Seattle Wash Sept 20th 1895 To the Hon the Mayor and City Council of the City of Seattle. Gentlemen your petitioners would respectfully represent to your honorable body that we are the lawful owners of Lots Nos 7&8 in Block No 40 Maynard's Plat of the City of Seattle. Said lots being situated on the west side of South 8th Street between King and Weller Streets in said city. that we and each of use have erected large and Costly houses and improvements on said lots and each of them which are now upon the same. Seattle Wash Dec 31, 1890 2 Hon Board of Public Works of the City of Seattle Gentlemen We, your petitioners resident freeholders of the City of Seattle would most respectfully ask that your honorable body order the replanking of South Eighth Street from Weller Street to Dearborn Street and that same be done as once, and Submit the follonwing facts to show the necessity for said work. South Eighth Street is the principal throughfare for hauling as for all producers coming into the City from its Southern Boundry, in its present condition said street is utterly impassible, compelling property owners to come into the City by way of the Seattle Transfer Company's driveway, That said Transfer Co, exacts and collects tolls for the use of said driveway, thereby placing a burden upon people unable to afford it, and which can be obviated by the planking of the town Clerks above mentioned ie: from Weller to Dearborn Streets.
