Seattle Wash. March 18, 1895 To the Hon Council Your committee on Public Buildings & Grounds would most respectfully call the attention of your Honorable Body to the large number of persons killed & injured by Elevators in the various buildings of our City and we would recommend that the Supt of Buildings be instructed to look into the matter of the construction, operation and the speed inwhich they are run and the qualifications of the Operatpors and recommend such legislation as will tend to lessen the danger to life & limb. Bill#_ Beg leave to report that the statements made herein we find are true but we do not believe that the Petitioner is entitled to the rebate of the first three items as we find that nothing was destroyed, and that all persons engaged in this business assume the risk of epidemic. The succeeding seven items were destroyed by officials of the City, therefore he should be reimbursed to the amount of seventy nine and 25/00 dollars.
