19 COMMON COUNCIL OF THE CITY OF SEATTLE Ordered that the Treasurer be & he is hereby authorized to receive taxes levied by Ordinance 251 until December 15th 1881 and that the City Attorney be & he is hereby instructed to notify all delinquents under said ordinance, that suit will be brought to collect all taxes remaining unpaid on said poll after December 15, 1881 Ordered that a warrant in the sum of $4.00 be & is hereby ordered issued in the Road Fund in [?] of Thomas McDonough for the reason that said McDonough is a non resident Ordered that a Gas Lamp be erected at the North West corner of Second & Marion Streets Ordered that the matter of constructing a side walk to connect with the 8th Street side walk, be & the same is hereby referred to the Street Committee with instructions to repair thereon at said meeting Ordered that the matter of Constructing a sidewalk in front of the W.C. 46 JOURNAL OF THE PROCEEDINGS OF THE to the Finance Committee A report is received from the Committee to whom was referred the matter of constructing an Engine House; Thereupon the report is accepted and it is ordered that the Committee be continued and that the Committee be & they are hereby instructed to receive plans and specification for a building to be constructed having the 1st story of brick and the second story of wood And now the Council proceeds to consider the Ordinance No 263 the same 'ferring entitled "An Ordinance to restrain and regulate laundry and Wash Houses within the limits of the City of Seattle for the purpose of prevention of fires; there upon after due consideration said Ordinance is adopted upon the following vote to wit: In favor of adoption Clancy, Collins, Densmor, Jennings, Keenan, Keezer & McDonald, against adoption none. Ordered That The matter of improper taxation of certain real estate belonging to the University be & is hereby referred to the City Attorney A communication is received from the Mayor upon the matter of the deficiency existing by reason of the 8th Street Sidewalk; Thereupon it is ordered that the Clerk be & is hereby instructed to issue such a warrant on the City Fund as will Cover all existing deficiencies for and in accord of said Sidewalk. Ordered that the Ordinance levying a special tax to pay for the sidewalk constructed under Ordinance No. 257 be sent to the Finance Committee for the purpose of ascertaining the amount to be levied. And now come the several persons herein after named & make applications for licenses; thereupon said aplicants having filed their bonds it is ordered that licenses be granted them as follows: to wit: James W. Smyth a retail liquor license for 3 months from April 3rd L Diller retail liquor license & Billiard table for 3 months from April 16th Shaw & Algar retail liquor & Billiard table for 3 months

Rasin Thereupon the following proceedings are had: Petitions received From Walter France to correct Certificate of Purchase and to refund certain taxes paid. referred to the Judiciary and Legislative Committee From A. H. Manning et al for the opening of Third Street from Battery Street to Blanchard Street. Referred to the committee on Streets and Street Improvements From the Heirs at Law of Fred Slother Dec'd for the adjustment of sidewalk tax for Jackson Street sidewalk tax levy under Ordinance No. 283, Referred to the Committee on Streets and Street Improvements. From Roswell Scott et al for an Ordinance prohibiting the wearing of bells on animals. Referred to the Committee on Streets and Street Improvements From M Densmore et al for an Ordinance changing the Grade on Union Street from Front Street to8th Street and to have Union Street u-graded. Referred to the Committee on Streets and Street Impr -ovements. From Robert Kaupe et al for an Ordinance to construct side walks on both sides of Union Street from Front Street to the East side of Eighth Street. Referred to the Committee on Street and Street Improvement. From Geo Harlip for the right to erect a fish stand. Referred to the Committee on Streets And Street Imrpovements From W.R. Brawley et al for the opening of Washington Street from 10th to 11th Street, and for the opening of 11th Street from Washington Street to Main Street. Referred to the Committee on Streets and Street Improvements.

129 COMMON COUNCIL OF THE CITY OF SEATTLE Sept 11/82 From Public Buildings, Property and Grounds on claims of F.H. Whitworth in the sum of $27.00 for surveying City Cemetery recommending that the same be paid. Adopted. From Streets and Street Improvements on the petition of M. Densmore et al to re-grade Union Street from Front Street to 8th Street, recommending that the same be granted. Laid over until next meeting. From Streets and Street Improvements on the petition of Geo Harlip for a fish stand, recommending that the same be reejected. Adopted and petition rejected. From Streets and Street Improvements on the petition of Robert Knupe et al for sidewalks on both sides of Union Street from Front to the east side of 8th Street, recommending that the petition be granted. Laid over until next meeting. From Streets and Street Improvements recommending that a sidewalk be constucted fronting the north side of Block 30 of Terry's 1st addition. Ordered that the property owned on the north side of said Block be and are hereby instructed to build such sidewalk within 10 days from date. From Streets and Street Improvements on the monthly report of the Street Commissioner recommending that the same be adopted. Adopted. From Licenses and Revenue on the application of Blanco and Parker for a retail liquor license, recommending that the same be granted. Adopted and license ordered issued. From Licenses and Revenue on the application of Baker and Hughes for a retail liquor license recommending that the same be rejected. Adopted and license rejected. From Licenses and Revenue in the petition of John A. Paddrock et al for the remitting of 4 Exhibition licenses paid, recommending that the same be granted. Adopted and money ordered refunded. From Judiciary and Legislative submitting an ordinance levying a tax to pay for improvements under Ordinance No. 289. An Ordinance entitled "To provide for the grading of a portion of Second and Jackson Streets" Laid over until next meeting An Ordinance entitled "To appropriate money to pay audited Bills" Adopted upon the following vote to wit: In favor of adoption Collins, Cosper, Gasch, Manning & Rasin. Against adoption none. Miscellaneous Orderred that the Judiciary and Legislative Committee be & they are hereby instructed to submit an Ordinance repealing Ordinance No 301 Ordered that the Judiciary and Legislative Committee be & they are hereby instructed to submit an Ordinance providing for sidewalks in both sides of Union Stret from the alley between 3d & 4th Streets to 8th Street. Ordered that the City Surveyor be & he is hereby instructed to order the Contractors for Improvements under Ordinances Nos 287, 288, & 289 to complete the grade on Union Streets, Front Street & that portion of 2d Street between Union & Pine Streets before proceeding with other grades. Ordered that the Street Commissioner be & he is hereby instructed to remove obstructions in Olive & 9th Streets And now in pursuance to the provisions of Ordinance No 302 the Council proceeds to examine & equalize the assesment roll for the King Street sidewalks & to hear all complaints touching siad roll; funding which the matter of said
