To the Honorable Mayor and Common Council of the City of Seattle Gentlemen: Your committee on Harbor Wharves to whom was referred the petition of the Columbia and Puget Sound Railroad Co. relative to Discharging ballast in the harbor. beg to report that they have examined the matter referred to in said petition, and hereby recommend that the prayer thereof be granted, and that the Council make in order fixing the amount to be collected, where ballast is dumped on private wharves with the consent of the owners, at nothing.

666 JOURNAL OF THE PROCEEDINGS OF THE Ordered that the Council Stand now adjourned Attest: E S Osborne clerk Approved John Leary mayor Be it remembered that on this the 23d day of July 1885 the Common Council of theCity of Seattle meets in its Council Chamber pursuant to law. The following Officers are present to wit: His Honor the Mayor John Leary & Councilmen Geo F Frye, W A Harrington, Alfred Snyder, H L Yesler & W G Latimer Thereupon the following proceedings are had The Gas Committee make a report recommending the erection of a Gas light corner Pine and 2d Streets. Reports adopted. Andnow H L Yesler tenders his resignation as a member of the Common Council from the Second Ward; thereupon said resignation is accepted. Andnoethe Council proceeds to fill the vacancy caused by the resignation of H L Yesler as a Councilman for the 2nd Ward, whereupon an election is held and J J Post receiving the unanimous votes of all the Councilmen present is duly declared elected to the office of a member of the Common Council of theCity of Seattle from the Second Ward to fill the vacancy caused by the resignation as aforesaid of H L Yesler The petition of Edwin Ellis is ordered laid on the table Claims Paid The following claims having been duly audited by the Council are ordered paid by Warrants drawn of the Funds & in amounts following, to wit: City Fund Post Intelligencer Pub Co printing No 1214 $225. R H Thompson Engineering Howard St Extension 1215 43.45 R H Thompson Engineering Elaine St Extension 1216 32.60 Licenses Ordered Issued Chas F O'Hara for Retail Liquors for 3 months from July 7, 1885 Ordinances An Ordinance is submitted entitled "A special Ordinance appropriating
