To the Honorable Mayor and Common Council of the City of Seattle Gentlemen: Your committee on Harbor Wharves to whom was referred the petition of the Columbia and Puget Sound Railroad Co. relative to Discharging ballast in the harbor. beg to report that they have examined the matter referred to in said petition, and hereby recommend that the prayer thereof be granted, and that the Council make in order fixing the amount to be collected, where ballast is dumped on private wharves with the consent of the owners, at nothing.

667 COMMON COUNCIL OF THE CITY OF SEATTLE money to pay audited blls" adopted upon the following vote, to wit: In favor of adoption Frye, Harrington, Rinehart, Snyder, Latimer & Graham. Against the same none. And now Councilman W G Latimer tenders his resignation as a member of the Common Concil from the Third Ward; thereupon said resignation is accepted. And not the Council proceeds to fill the vacancy caused by the resignation of W G Latimer as a Councilman from the 3rd Ward. Whereupon an election is held and T W Lake receiving all the votes of the Councilmen present, is duly declared elected to the office of a member of the Common Council of the City of Seattle from the Third Ward to fill the vacancy caused by the resignation as aforesaid of W G Latimer. And now CouncilmanAlfred Snyder tenders his resignation as a member of the Common COuncil from the First Ward. Ordered laid on the table. Ordered that the Council stand now adjourned. Be it remembered that on this the 7th day of August 1885 the Common Council of the City of SEattle meets inits Council Chamber pursuant to law. The following Officers are present towit: His Honor the Mayor H L Yesler & Councilmen R H Calligan, W A Harrington, Geo W Hall, John Keenen & T W Lake. Thereupon the following proceedings are had: Ordered that the resignation of W V Rinehart as councilman for the First Ward be taken from the table & considered
