22 Columbia March 13th 1893 Town Council met at the Town Hall, Mayor C P Hutchinson presiding, with the following councilmen present Hellenthal, Voland, Willacy & Sullivan The minutes of the special meeting held on March 2nd, at the K of P Hall, were read and on motion approved. The minutes of the last meeting was read and on motion approved. A petition was presented and read to grade and sidewalk Columbia St from Noble St to Letitia St. On motion same was laid on the table for two weeks. On motion the Street Committee was empowered to have the grade established on Noble, Winston, Caldwell, Letitia, Rainier Ave, Americus, Augustine, Columbus, Ferdinand, Hudson Streets. and the proposed route to Lake Washington. On motion the door sill of the front door of the K of P Hall was selected as the starting point to establish the grade of the town and the Attorney instructed to draw an ordinance to the effect. A petition signed by 30 citizens for the reduction of or modification of Ordinance No16 (providing for a Dog tax) was presented and read and on motion same was laid on table until next meeting. Ordinance No 19 (relating to the Board of Health and otherwise to the keeping of the townin proper condition) read and on motion passed by the Council and approved by the mayor. 27 Columbia Apr 17th, 1893 The Town Council met pursuant to adjournment Mayor C P Hutchinson presiding. The following Councilmen present: Sullivan, Bond & Hellenthal. The minutes of the last meeting read and on motion approved. The contract between the Columbia Home Co and the Town of Columbia for the purchase of the Water works read and on motionaccepted. Ordinance #26 relating to the establishment of the grade on Columbus Street passed by the Council and approved by the Mayor. On motion the grade of Angeline, Winston & Ferdinand Street accepted as shown on profiles. Communication from the Secretary of the State Board of Health read and the motion laid on the table until next week. 130 An Ordinance to be known as Ordinance No 63 was introduced regulating the compensation of Marshal Making the salary at $6.00 per month with other fees as heretofore and on motin was laidover to next meeting: J Brown petitioned Council for permission to use Old Lumber from Columbus St and lay sidewalk on Winston St from Ferdinand to Angeline Street : On motion petition was granted: said work to be done at the expense fothepetitioner: Statement from CountyTreasurer showing amount of Taxes due Columbia from taxes collected in the month of Jan 1896 to be 4.80 On motion meeting adjourned to meet first Monday in Apr at 8 PM Approved Apr 6th 1896 mayor J A Kelso Town Clerk

150 Committee on Water Thad Osgood, and A A Hepler: Committee onFinance: Thad Osgood, C S Chase and C Cameron Committee on Streets and Alleys, C Cameron and A A Hepler: Committee on Lights, Thad Osgood and D C Brown: Committee on Buildings and Wharves, C Cameron and D C Brown: W S McCurley, C N Groat, and J A Kelso filed their oath of Office: On motion & 2d the Attorney was instructed to prepare an Ordinance creating a Salary fund, and report the same at our next meeting: On motion Marshal was instructed to look up the leakage of water and have owners to repair the same. On motion the Attorney was instructed to prepare an Amendment to the Ordinance No 51 So that the Bond of the Treasurer shall read Fifteen Hundred Dollars instead of Twenty Five Hundred Dollars. Bill of O P Askarn in the sum of $5.00 for medical services on Scarlet Fever cases read and on motion &2d was ordered paid out of General Fund and a Warrant ordered for the same. On motion Street Committe was instructed ascertain cost of layina a walk on Winston Street between Ferdinand and Angeline and report at Saturday evening meeting; Also examine Rainier Ave and report needs of same:
