135 Columbia Wash 1896 June 11th The Town Council for the town of Columbia met persuant to adjournment Mayor Peirson presiding: Councilmen present Hepler, D C Brown Groat and Almquist: Minutes of last meeting read and approved: Ordiance No 65 read and on motion was laid over to next meeting: Ordinance No 64 extending to time of payment of penalty on Street Grade assessments until July 1st 1896, having been introduced at the meeting held on Apr 6th, was read and on motion passed by the Council. Approved by the Mayor and attested by the Clerk: On motion Marshal was ordered to notify persons to remove all Nuisances and Offal from cow stables found at alleys or other places that are considered nauseus Offensive or injurious to the health or pleasure of any person: On motion Warrant was ordered on the emergency fund for 50 cts in favor of O A Schade for lamp chimney: On motion meeting adjourned to firsst Monday in July at 8 PM Approved July 6th 1896 mayor J A Kelso clerk

136 Columbia Wash July 6th 1/96 the town Council of theTown of Columbia met persuant to adjournment: Present V R Peirson mayor [D C Brown]], F J Brown, Groat and Hepler Councilmen J A KElso Clerk and W S McCurley Atty Mayor Peirson presiding Minutes of the last meeting read and approved. Ordinance No 65 Called up and 2d reading said Ordinance being a repeal of the Dog Tax Ordinance now in force: On motionof C N Groat and 2nd by F J Brown that same be passed; motion being put vote was 2 for and 2 against. The vote being a tie vote, the Mayor cast the deciding vote in favor of its passage: Therefore said ordinance was passed and approved: Attorney reports attending to Grade assessments Officers given another month to hand in quarterly reports: Mayor given leave of absence for 2 weeks F J Brown elected acting mayor in his absence. MArshal reports notices served on parties maintianing nuisences: On motion meeting adjourned the meet first Monday of Aug 1/96 Approved Aug 3rd 1896 mayor J A Kelso clerk

137 Columbia Wash Aug 3d 1/96 The Town Council of the Town of Columbia Wash met persuant to adjournment: Present V R Peirson mayor J A Kelso clerk, C P Hutchinson Marshal D C Brown, C N Groat, A A Hepler, L Almquist and F J Brown Mayor Peirson presiding Minutes of the last meeting read and approved: Communication from County Treasurer Showing $29.42 Collected for Taxes in Month of July, read and ordered placed on file; City Attorney heard in regard to Mayor's rights to vote on Ordinance No 65 passed at last meeting, giving as his opinion that he had no legal right to vote. Therefore said Ordinance was taken up again and on motion Ordinance was passed by a majority vote of the Council and Clerk ordered to report said ordinance. H H G Hasting was heard in regard to Council taking some steps toward cooperation with County Commissioners to open County road along Rainier Beach Rwy and continue the proposed road on Rainier Ave through the limits of the Town. On motion Council voted to favor the same. Report of O A Schade town treasurer read and referred to Finance Committee. Report of C P Hutchinson marshal read and referred to Finance Committee: Report of J A Kelso clerk read and referred to Finance Committee: On motioin Meeting adjourned to meet next regular meeting. 138 Columbia Wash Oct 5th 1896 The Town Council of the Town of Columbia met persuant to adjournment: Present V R Peirson mayor C N Groat, D C Brown & L Almquist Councilmen J A Kelso Clerk Meeting called to order Mayor Peirson presiding: Minutes of last meeting read and approved Report of O A Schade, treasurer read and referred to finance Committee: Report of C P Hutchinson, Marshal read and referred to Finance Committee: Report of J A Kelso, Clerk showing Bal. Indebtedness exclusion of accumulated interest, to be Gen'l fund $204.15 Water Fund $1137.66, Total $3184.79 being read, was referred to Finance Com.: City Attorney reports necessary intervenings filed in the Grade Tax suits: Report of Street Com. Ditch dug and pond drained on West-side of Railroad Track on Rainier Ave had notified Mr Osgood to lower culvert so as to drain east-side of said said Osgood refusing to do the same unless compelled by law but proposed to furnish material for Culvert being reported back to Council committee was authorized to accept propisition and have culvert put in at expense of the City. Warrants Nos 76,146,& !48 having been accepted by J C Huff former marshal for water rent: Council ordered Treasurer to receive the same and cancel them as redeemed Warrants: Bill of C R Hepler for 74 hours digging ditch was read and ordered paid as follows 37 hours at 25 cts per hour on Gen'l fund and 37 hours at 15 cts per hour on Emergency fund: On motion Warrants were ordered in favor of Officers for quarter ending Oct 1st 1/96; On motin a levy of 10 mills on the taxable property of the town for Municipal purposes and redemption of Warrants was ordered. And clerk instructed to certify the same to Con Auditor. On motion meeting adjourned to meet first Monday in Nov 1/96 Approved Nov 2d 1896 Mayor J A Kelso clerk
