May 20 1890 To the Honorable the Board of Public Works of the City of Seattle, Wash Gentlemen: Your Petitioner, whose names are hereunto subscribed would respectfully represent that; 1st. They are the owners and occupants of the residences situated on the Southeast and Southwest conrers, respectivly, ot the street crossings of Kinnear and Epler Place Queen Anne Town. 2nd that said residences were erected in the year Anno Domini 1888; since which time they have each contributed the maximum monthly charge for residences of the First class, for the recommendation of Water & Service and supply; - during the earlier years of this period to the Lake Union Water Co. - and since its purchase by and absorption into the water system of the City - said monthly charges for the ensuing Consecutive years have been regularly paid into the Treasury for the City of Seattle. 3rd That in 1888 when Connection was made with the Water-main of the Lake Union Water Co - which was placed Olympic Avenue, - Nearly one full block distant from said two residences, - the Connection was made through

and by the service ofa one-inch-supply-pipe laid along Epler Place from said main, and wholly at the expence and cost of the owners of said residences. 4th that the capacity of said one-inch supply pipe is now and Always Has Been inadequate to meet the family needs of said residences; and that after eight years of use, the capacity it was once posessed of may now by materially diminished by interior corrosion. 5th that while we contribute our full just and equitable share to the City Treasurer for a full just and equitable water-service and supply, we are seriously inconvenienced, harrassed and harmed by the insufficiency and partialness of our present service and supply; and we pray your honorable body to direct and cause at least a Two Inch Main to be placed along Epler Place; -for the distance above indicated; for our relief and accomodation and the further service in the vacinity of others who may need. Mr President: Your comittee on Fire & Water to whom was referred Petition of W P Harper et al for a two inch water main on Epler Place recommend that the same be granted. The old water main is one inch and in insufficient to supply the residents in that vicinity with water. Board of Public Works City Water Department L B Youngs Superintendent Seattle Washington June 12 1896 To the Honorable Board of Public Works Gentlemen I hereby submit to you the following estimate of the cost of the improvement of Epler Place in accordance with the prayers of the annexed petition to wit: It will require 300 ft of 2" pipe and will cost laid in plave $56.00 Fifty Six Dollars. I find the facts set forth in said petitin to be ture and recommend the improvement Respectfully submitted L B Youngs Supt.
