Finances of the Institution.

The salary budget for 1927-28 is $28,600.00 (See appendix). This represents the total cost for both administrative and instructional purposes. The legislative appropriation for operating expenses is $35,000.00. From July 1, 1927 to December 31 the institution recieved $6,603.85 from fees and tuition. At this rate the total this year from those sources would be approximately $12,000.00. The total resources for the year should amount to not less than $45,000.00. For 1928-29 the legislative appropriation for current expenses is $45,000.00, an increase of $10,000.00 over the present year. Assuming no increase in the rate of fees and tuition per student, but with a normal increase in the number of students, the total resources from those sources for 1928-29 should be $15,000.00. The total resources for that year would approximate $60,000.00. The resources, then, would seem to be sufficient to care for a normal increase in student body and to provide for any necessary increase in teaching force due to the addition of the fourth year of college work.

Recommendations and Suggestions.

In the light of the function of the North Carolina College for Negroes, as we conceive it to be from an interpretation of the Preamble to the bill which created the institution, and in view of the resources at the institution's command,-in the light of these two considerations we are submitting the recommendations and suggestions which follow.

1. It is recommended that the institution, at the present time, restrict its effort and interest to the training of the following types of high school teachers:

English Science French Mathematics History Latin Commerical Education

The preparation of these teachers would lend to the offering of three degrees, namely: A. B., B. S. and B. S. in Commerce. Sinoe it is de-sirable that a teacher be prepared to teach in two fields, the major and minor groupings as now outlined for the A. B. and B. B. degrees might well be followed. Slight modifications in those requirements could be made from time to time as experience and good educational practice would warrant. For the preparation of any high school teacher graduation from a standard four year college will be: required. The minimum academic credit for the teaching of any subject will be: 1. For English ........................... 24 semester hours This should include a. Grammar, Composition and Rhetoric b. American Literature c. English Literature

2. For Latin................... 24 semester hours Based on two units of entrance to be reduced six semester hours for each additional unit of entrance credit.

3. For French...................... 18 semester hours Based on two units of entrance credit. If no entrance credit is presented, the applicant must have 24 semester hours, or 10 hours beyond Elementary French.

4. For Science ............................. 30 semester hours

This should include

a. Biology b. Chemistry c. Physics d. Geography

A certificate to teach anyone Science may be secured by presenting a minimum of 30 semester hours in Science, including a major in the particular science in which a certificate is desired.

maxium of three years' work, into a regular four year course, leading to a B. S. Degree in Commerce, and (3) would dispense with the two year PreMedical Courses. Our reasons for recomending these changes are briefly summerized:

(1) Elimination of the B. S. Degrees in Education.

As outlined in your catalog, page 33, the curriculum which leads to the B. S. Degree in Education is the one designed for the "Training of High School Principals and Supervisors". That currioulum is misleading. The completion of such a curriculum, even in a standard college, would not qualify one in this state for the high school principalship. At the present time the high school principal must have credit for at least six semester hours of graduate work, - and within a short while it will be more than that - and, in addition to that, he must have three years teaching experience. One cannot go, then, directly from college to the principalship, but must serve a given time as classroom teacher. The training for administrative and supervisory positions in the public schools as the job of recognized graduate schools. The professional work is an undergraduate school should be that designed to train the classroom teacher. We recomend, then, the Psychology and Education at the North Carolina College for Negroes be that which meets fully the requirements for the class A High School Teacher's Certificate. This would seem at least twelve semester hours of a general nature, that would be handled by the instructor in the Department of Psychology and Education; six semster hours in Materials and Methods, which would be taught by the heads of the academic departments of the particular subject involved; and at least three semester hours in Observation and Directed Teaching, which would be under general supervision of the Department

of Psychology and Education. A verynlimited number of elective courses in Education might be open, as electives, to those students who have an inherent interest in that field, and who would want more than the minimum for the class A certificate. No elective course, however, should be given unless there are at least 7 students to take it. Since all the work in Psychology and Education that is necessary for the preparation of the classroom teacher can well constitute a part of the work leading to the A. B., B. S. and B. S. in Commerce Degrees, it is recommended that the B. S. in Education be eliminated. (2) B.S. Degree in Commerce.

The training of people for business has been a part of the work of the North Carolina College for Negroes throughout its history. The nature of the work has been such as to prepare bookkeepers, stenographers, clerks and secretaries. Many of the men and women now in business have had their training at that institution. The commercial work is quite popular, as evidenced by the present enrollment in the Department of Commerce. (See appendix) The institution now has three whole time and one part time instructor in the Commercial Department. The department, which now includes a maximum of three years, can easily be expanded to cover a four year course lead to the B.S. Degree in Commerce This standard four year course would givve all the advantages that the present offerings give, and, in addition to that, would open up the field of commercial education in the high school, and would give more adequate training for the larger business enterprise of the world. Moreover, this expansion may be made without increasing the number of instructors. All the specialized training that would be offered in the four year course should not exceed that which is now offered, - indeed, the present offerings might be reduced somewhat. The general
