Minutes of Meeting held on 19th October 1945 Present Crs W G Morgan (Chair) H J Blacker, Jas Doudle, R F Richardson, G C Smith & P Woods, also Clerk AH Taylor & Overseer K S McFarlane Minutes of previous Meeting read and Confirmed. Finances Financial Statement read Showed a credit of £2489.2.9

Correspondence Grant in Aid - Highway Dept advised that £282 had been allotted as Grant in Aid for Current year.

Post War Road Programme Highways Dept in reply to Council's letter stated that the greater part of the Post War Road programme would be undertaken by Departmental Gangs & plant. Also that the Department would assist Councils in the purchase of Machinery by loan up to 5 years at 4%. Also that earth moving plant are in short supply

Thanks Secy to Dept of Air wrote thanking the Council for Services offered for urgent repairs to Aerodrome during War period, and stating that the assistance in now not necessary. Speech- EDH Russell MHR with copies of his speech on the C/wealth Banking Bill, for distribution to Councillors. Re Road J T Nelligan wrote re the result of his Appeal and also requested that something be done to the road leading to Section 13 Hd Mortlock. Prop Cr Blacker/ Sec Cr Woods} That notice be given to Mr Appleton to erect a Ramp , and also a properly hung gate 18ft wide at each end of the road between Sections 47 and 14 Hd Mortlock. Carried

Re work on Flinders Highway Highways Dept Requested that scarifying and regrading be done on Flinders Highway at Lake Hamilton in preference to other Main Roadwork - Resolved on the motion of Crs Doudle & Blacker that under present conditions this work be commenced in about one months time. Carried.

Phone Lines J J Foster applied for permission to erect a Telephone Line across the road between Sections 97 and 104 Hd Warrow. Prop Cr Smith/ Sec Cr Woods} That permission be granted as requested. Carried

Re Repairs to road W T Wright again wrote asking that the road along the Hundred Lane between Hds of Ulipa & Kiana be repaired. Clerk to write and ask and ask if he can suggest any one that will do the work for the Council as there is no labour available.

RF & WG Richardson stating they do not wish to renew the lease of Koppatucka Reserve. Lease not renewed.

re Purchase of Road A M Wilkinson stating he wished to purchase the road between Sections 171 and 252 Hd Lincoln which is not used at all. Prop Cr Woods/ Sec Cr Richardson} To reply that Council is prepared to dispose of the road to him, but that it will first be necessary for a plan to be prepared ad the road closed under Roads Act, which will take some considerable time. Carried

Appreciation Sec S A Regional Committee for UNRRA expressing appreciation of the contribution of Clothing for the above from Council Area. Rcd.

Circular Received from Secy Red Cross re Co-operation with Boards of Health & Post War Red Cross Work Secy SS & AIL re Welcome to returning Servicemen and Women

Re Camping Sites Royal A A wrote re particulars of Camping Sites in Council Area and conveniences at same. Clerk to suply the information.

Re Vermin D/C Tumby Bay in reference to vermin adjacent to roads fron Hundred of Stokes to Yeelanna and Wildeloo. Vermin Inspector and Councillor for the Ward reported that Vermin are being destroyed in this area.

Vermin Inspector F A Parker stating that he is prepared to again take up the duties of Vermin Inspector and asking to be advised of Council's requirements in this matter. Prop Cr Richardson/ Sec Cr Doudle} That Parker be advised that Council are prepared to employ him for approximately two months each - Twice per annum at a reasonable rate of renumeration. The first period to commence about the middle of January 1946. Carried

Donations Minda Secy Minda Home Inc Requesting usual Donation. Prop Cr Smith/ Sec Cr Blacker} That usual donation of £1.1.0 be passed. Carried M & B Health Assoc Secy M & Babies Health Assoc asking if Council could increase their annual donation to £4 per year. Prop Cr Smith/ Sec Cr Richardson That the usual amount of £2.2.0 be donated. Carried.

Re Public Conveniences Cummins Secy Cummins Progress Assoc- With their recommendations in reference to Public Conveniences which they suggest the Council erect at the rear of Cummins Institute on Institute property. Prop Cr Blacker/Sec Cr Smith} That the Council are not in favour of erecting Public Conveniences on Institute property but would be prepared to consider erecting them on a more suitable site. Carried.

Re road across Railway Yard. Progress Committee also requesting the Council to construct a road across Railway Property from Butchers Shop corner to the Mill corner at Bruce Terrace. This was held over until next meeting to enable the matter to be discussed with Superintendent of Railway.

Re Light Poles Progress Assoc also pointing out the danger of the Light Poles in the centre of Phillips Street which was recently widened. Prop Cr Smith/ Sec Cr Blacker }That the Light Poles in Phillips Street be removed to the eastern side of the road and that instructions be given to Cummins Electric Supply to have same removed. Carried.

Land for Aerodrome Wildeloo Progress Association also requested Council to purchase the land for proposed Aerodrome near Wildeloo from Messrs H Fuss and H S Parker. Prop Cr Smith/ Sec Cr Richardson} That the purchase of this land for the purpose of an Aerodrome be not proceeded with at present.. Carried

Re Town Planner for Cummins Progress Association also wrote requesting the Council to endeavour to obtain the Services of the Town Planner to report and advise on Cummins Town. Prop Cr Smith/ Sec Cr Richardson }That Council write to the Attorney General requesting the services of a Town Planner to inspect and report on the Town of Cummins. Carried.

Statement and Balance Sheet The Statement of Receipts & Expenditure and Balance Sheet for the year ending 30 June 1945 duly audited was submitted to the Council. Prop Cr Morgan/ Sec Cr Smith} That the statement and Balance sheet as read be adopted. Carried.
