E. C. WOODWARD CITY ENGINEER FORT WORTH

FORT WORTH, TEXAS, Sept. 10th, 1907.

Honorable Mayor and Board of Commissioners, Fort Worth, Teas.

Dear Sirs:-

Kindly consider the following men for appointment in Engineers Department.

F. J. Vanzuben has been with the Engineers Department of the City for two and one half years. He had good experience before coming here and is a most valuable man.

Last June you gave him an appointment at $1000.00 per year. I respectfully recommend his re-appointment at $1200.00 per year.

Byron Goldthwaite has been holding a temporary place as clerk in the office for the past two months. He is an excellent draftsman and does the work of both a draftsman and clerk. He is the best man for the position of clerk and draftsman that I have ever been associated with and I recommend his appointment at $75.00 per month.

W. E. Lillard is acting as instrument man. He is a graduate of A & M College, has had several years experience. I recommend his appointment at $60.00 per month.

J. D. Kirvin and Ross Ray rodmen at $40.00 per month.

Respectfully,

E. C. Woodward City Engineer.

TO THE HONORABLE BOARD OF COMMISSIONERS OF THE CIT OF FORT WORTH:

I hereby make application for appointment as special police of the City of Fort Worth without pay from the City. I am manager of Charninsky Brother's Dancing Academy and for the last several years have been located on Throckmorton Street between Fifth and Sixth Streets, and give public balls several nighs of each week. My place is back off the man thoroughfares and not in close call of the police on that beat, and frequently I am in need of the services of an officer and should have one there during the entire evening when dances when dances are given to prevent questionable characters from attending said balls and to keep those who attend orderly. The receipts will not permit me to keep a regular officer employed and besides my duties as floor manager requires me to be there all of the time, consequently it would be indirect line with my other work there to serve as special police officer. I formerly held a commission under the old form of government and if appointed by you will pledge myself to faithfully perform my duties as an officer and furnish sufficient bond to indemnify the City.

Respectfully,

S. Charninsky

Fort Worth Texas, September 7th, 1907.

Hon. Geo. Mulkey, Police Commissioner of the City of Fort Worth.

I hereby recommend the reappointment of S. Charninsky as Special police of the City of Fort Worth without pay from the City. Mr. Charninsky formerly held a commission under me under the old form of government and I can truthfully say that he made carful and efficient officer. Mr. Charninsky informs me that the cash receipts of his dance hall will not permit his employing a regular officer at his place, and it is my judgment that some sort of an officer should be there during the entire time the dances are in progress.

J. H. Maddox Chief of Police.
