Fort Worth, Texas,Sept. 4th,1907.
To the Board of Commissioners, of the City of Fort Worth,
From an examination of the petition filed Aug. 30th,1907 asking for a re-call of Commissioner Mulkey I find as follows:
1st. The petition purports to contain 1202 names.
2nd. On examination of the names I find that only 563 of the same are the names of qualified voters of the City of Fort Worth and find that 545 of the names written in legible hand upon the petition are the names of parties who do not appear to be qualified voters within the City of Fort Worth. There are about 50 signatures, or what purport to be signatures on the petition, that are entirely illegible. The remainder of the names necessary to make up the 1202(consisting of between 40 and 50) are cases where the same party had signed twice or three times.
3rd. From an examination of the Poll Tax receipts and exemption certificates there appear to be 5220 persons qualified to vote within the City of Fort Worth. Twenty per cent of this number is a thousand and forty-four; which is the number of names necessary to authorize the calling of an election.
As there are only 563 on the petition who appear to be qualified voters the petition falls short of the requisite number of signatures by the difference between 1044 and 563. Therefore the petition is short by 481. I hereby certify that the foregoing is a correct statement of the contents of the petition and that I am advised that the petition upon its face because of said shortage of names is insufficient to authorize the calling of an election. Acting under the authority given me by the Chapter I hold the petition subject to ammendment if the petitioners see fit so to do for the period of ten days from the date of this certificate.

According to a statement made in the Fort Worth Star on the evening of August 28th by someone in regard to the ringing of the old-fashioned cow-bell, which is used as a means of calling the hungry people to their meals, and which statement was made before the City Commission,asking that it be discontinued as it was unberable to those who were in business for blocks around, and that it caused business men in that locality to neglect their business during the time it was rung;
So,according to these statements, We, the Undersigned business men of the Court-house Square, will and do sign a petition to the effect that the Cow-Bell has not and does not bother either merchant or business men either of [men?] in any way. And we further state that the Proprietor of the Cow-Bell Restaurant has as much right to use a cow-bell as some people have a triangle or a plow point or a spring from a street car.
