14 Columbia Jan 16th 1893 The Council met pursuant to adjournment Mayor Hutchinson presiding, the following councilmen were present E Voland, J Sullivan, Bond and J Hellenthall. The minutes of the last two meetings were read and on motion approved. The contract between the Columbia House Co and the Town of Columbia referring to the Building known as the Town Hall was read and on motion the same was accepted and the committee discharged and the Attorney instructed to draw an ordinance to conform with the cortract. The Bonds of C R Hepler as Police Justice was read and on motion approved. Ordinance No 7 "defining and proscribing the punishment of certain misdemeanors" was read and on motion passed by the council and approved by the Mayor. Ordinance No 8 "Defining certain misdemeanors against public safety, convenience and health and proscribing the punishment for any violation thereof" was read and on motion passed by the council and approved by the Mayor. On motion the street committee was instructed to have the side walks and street crossings repaired. It was decided by motion that all the Public work done in the town should be given to residents of the town, and the Attorney instructed to draw an ordinance to conform withthe same. Motion made and carried that the meetings held hereafter shall be in the Town Hall and that the Marshal be instructed to prepair the Hall and to have charge of the same and the Attorney instructed to draw an ordinance conforming with the same. On motion Councilman J Sullivan and J Hellenthal were appointed a committee to purchase the furniture necessary for the Town Hall. Motion made and carried to adjourn to meet next Monday evening at 8 o'clock pm Jan 30th 1893 Approved Feb 5th, 1893 B R Shaw clerk C P Hutchinson mayor

15 Columbia February 6th 1893 The Council met at the Town Hall, Mayor Hutchinson presiding, the following councilmen were presentWillacy Sullivan, J Hellenthall & BondThe minutes of the last meeting was read and on motion approved. The following Bills were read and warrants ordered drawn for payment of same. Bill from the Hepler Lumber Co for stationary 35 cents. Bill from A S Keller for 1 Corporation Seal $6.50 Bill from Lowman and Hanford for blank books $8.40 Bill from Koch & Oakley Printing Co for $5.00 General fund Warrants $6.00 Bill from A H Hepler for servin as inspetor of Election on Dec 28th 1892 and carrying returns to County Auditor. $7.50 Bill from J C Huff for serving as clerk of Election Dec 28th 1892 $5.50 Bill from C R Hepler for serving as Judge of Election Dec 28th 1892 $5.50 Bill from B R Shaw for serving as Judge of Election Dec 28th, 1892 $5.50 Bill from B R Shaw for serving as Judge of election Dec 28, 1892 $5.50 Bill for Seattle Telegraph for "publishing petition for incorporating" was referred tothe Finance Committee. Ordinance No 9 Providing for the assessment levy and collecting of taxes and other wise relating to the manner of raising revenue for the town was read and on motion passed by the council and approved by the mayor Ordinance No 10 relating to the manner of doing public work within the Town of Columbia and providing by whom the same shall be done, was read and on motion passed by the council and approved by the mayor. Ordinance No 12 Accepting the terminal condition of a contract made by the Columbia Home Co with reference to the Town Hall and the land upon which the same stands was read and on motion passed by the council and approved by the mayor.

16 Ordinance No13 Providing for the giving of receipts and Tax Receipts upon the payment of money to the Officers of the Town, was read and on motion passed by the council and approved by the Mayor. Ordinance 14 Relating to the manner of transacting the business of the Town was read and on motion passed by the council and approved by the Mayor. Ordinance No 15 Providing for the place of meeting of the Town Council of Columbia was read and on motion passed by the Council and approved by the Mayor. Ordinance No 16 Providing for a Dog Tax and the collection of the same was read and approved by the Mayor. The mayor appoointed Councilmen Bond, Sullivan & Hellenthal on Finance committee and Councilman Voland and Hellenthal as committee on Public Buildings and Wharves and councilmen Willacy & Bond as committee on Light etc. On motion Hellenthal and clerk Shaw were appointed as a committee to purchase a Map for the town. On motion council adjourned to meet next Monday at 8 o'clock on Feb 13th B R Shaw clerk Approved Feb 13th C P Hutchinson mayor

17 Columbia February 13th 1893 Town Council met pursuant to adjournment, Mayor C P Hutchinson presiding, the following councilmen were present Sullivan, Voland, Hellenthall, Bond and Willacy The minutes of the last meeting was read and on motion approved. Ordinance No 17 "Relating to Road Poll Taxes and collection thereof' was read and on motion passed by the Council and Approved by the Mayor. Motion made and carried to meet Monday evening February 20th as 8 o"clock B R Shaw Clerk Approved feb 20th C P Hutchinson mayor

18 Columbia February 20th 1893 The Town Council met pursuant to adjournment, Mayor C P Hutchinson presiding, the following councilmen were present Bond, Willacy, Hellenthal, Voland, minutes of the last meeting was read and on motion approved. Motion established that saloon license at $400. not carried. Motion made and carried to establish each saloon license at $500. and the Attorney instructed to draw an ordinance to that effect.
