To the Board of Commissioners, of the City of Fort Worth.

Now comes Sam Davidson, commissioner of Streets and Public Grounds and reports to the Board of Commissioners that in his opinion there is a public necessity for and that there should be constructed cement curbings on each side of Hemphill Street from the south boundary line of the crossing of Magnolia with Hemphill Street to the point where the south boundary line of the city limits crosses Hemphill Street save and except the street crossings on each side of said Hemphill Street between said points named and that said curbs should be constructed in the manner and of the material named in the specifications for the construction of cement curbing as set forth and recorded on pages 226-227-228, 229 of Book E of the Ordinance of the City of Fort Worth as shown in Ordinance 16 passed by the Board of Commissioners of the City of Fort Worth and that in his opinion the enhancement in value of each piece of property abutting upon said Hemphill Street on the east side and on the west side of said street by the construction of said curbings will be equal to or more than the cost of the construction of said improvements and that he therefore recommends that the Board of Commissioners pass an order declaring that the property owners of the respective properties abutting on said street are called upon and calling upon them respectively to construct said curbing in front of their respective properties as herein reported and recommended and that the same be published for ten days as required by Ordinance No. 29 of the City of Fort Worth; but in this connection said Commissioner would further report that there has al-ready been constructed curbs in front of the following properties which curbs are sufficient worth, value and usefulness to dispense with the necessity for further curbs in front of said properties, to-wit, as shown on Exhibit B hereto attached.

BE IT RESOLVED BY THE BOARD OF COMMISSIONERS: that hereafter the order for the consideration and transaction and disposition of business at the meetings of the Board after reading & offering the minutes of previous meetings shall be as follows:

1st. The consideration and disposition of any petition or request or complaint or other written document on file with the City Secretary for the consideration and attention of the Board of Commissioners.

2nd. The consideration and disposition of any special matter presented by the Police and Fire Commissioner.

3rd. The consideration and disposition of any special matter presented by the Commissioner of Streets and public property.

4th. The consideration of and action upon any special matter presented by the Water Works, Sewerage and Light Commissioner.

5th. The consideration and action upon any special matter presented by the Commissioner of Finance and Revenue.

6th. The consideration of and action upon any matter presented by the Mayor.

7th. When no motion is made to act upon any matter presented the Mayor or Mayor Pro Tem presiding shall have authority if deemed advisable to refer the same to the Commissioner of that department and if it be a matter that does not belong especially to either of the departments it may be refered to such Commissioner or such other officer as the Mayor or Mayor Pro Tem may see fit.

8th. The above order of business shall be observed and not deviated from except by unanimous consent majority vote of all members of the Board of Commissioners.
