On motion of H. Wilson it was Resolved that the Treasurer be instructed to pay all outstanding orders of the University that may be decreasing interest at the earliest day possible.

On motion of H. Wilson it was Resolved that E.H. Moore be and he hereby is appointed a Committee of one to investigate and look after the Sheds & Lots which are said to be enclosed (belonging to the University) and that he be compensated if deemed necessary to employ counsel, to the end that the interests of the Ohio University may be protected.

On motion it is ordered that the Committee hereafter employed, be requested to proceed to collect the Judgments in the case of the Ohio University vs. C.B. Edgerton, as needed, as appreciable.

On motion Resolved. That an order be drawn when the Legacy, for the amount due for printing the Annual Catalogues for 1863. Also on order to/by the bill for Printing blank diplomas.

On motion Resolved that the following appopriations be made for the fiscal year commencing on the first Monday of June AD 1863. Reached That the secretary be requested to have prepared and issued to Hon. William B. Hubbard of Columbus Ohio a certificate notifying him of the conferring of the degree of SLD, upon him at a former meeting of this bound.

On motion the Board took a recess until two oClock this afternoon.

Tuesday afternoon June 23 AD 1863 the board met pursuant to adjournment. Present as in the morning together until Mon, V.B. Horton.

Joseph M Trimble of a Special Committee made the following report which was adopted Vig: The Committee to whom was referred the report of the Financial Committee, have examined the report and find it presenting a favourable showing as to the financial connection of the university- and we believe the account to be current, and recommend the adoption of the report. Also the report of the Committee on the sale of Scholarships we have examined and we recommend its adoption, Joseph M TrimbleJohn E Hanna V.B. Horton Committee

Report on the Committee on the Sale of Scholarships. The Committee on Scholarships Report, that during the year ending June 20th 1863 they have sold twenty one scholarships at $20 each, amounting to the sum of four hundred and twenty dollars, which sum has been paid over to the Treasurer of the Ohio University and his receipts when therefor and filed with the Auditor, J.M. Dana L. Jewett Committee

On motion of the Wilson it was Resolved that the President be and he hereby is authorized to secure the services of an examining committee. (not to exceed three) who shall receive such comprehension, as the Committees heretofore appreciated have received. And that said Committee report at the end of each term, which reports together with any other reports, during the year

shall be handed over to the Secretary and by him reported to this board at its next meeting.

Rev. B V Spalm from the Examining Committee made the following Report, which was ordered to be Recorded, to wit.

As the result of the attendance upon the examinations of the various classes both in the preparatory and college departments. Your committee would respectfully report they were well pleased with the department of the students, their promptness in reply and their evident thoroughness in their various studies.

The examinations were conducted with the utmost impartiality. No effort to favor the deficient or screen the indolent was discovered. On the contrary it seemed to be the aim of the professors to show the actual progress made by each student during the first term, and his real acquaintances with the principles underlying each study. And while a few failed under the test, the great majority acquitted themselves handsomely, and in a manner reflecting great credit when their instructors, All of which is respectfully submitted BN Strolm DH Moore On behalf of Committee June 23 1863, The Committee on conferring degrees made the following Reports, [illegible]

To the Board of Trustees of the Ohio University Gentlemen: Your Committee to whom was refused so much of the President's annual messages as related to the Conferring of degrees upon the persons therein named. 1st Resolved, that the degree of Bachelor of Arts be & is hereby conferred upon Daniel M Blair, John H Bawdew, Charles H. Collin, Daniel W. Cornell, Silas Pruden, J. Sebert Rich, John W. Shoroalter and Anthony H. Minson of the Class of 1863.

2nd Resolved, That the degree of Master of Arts be and is hereby conferred upon David H. Moore of the Class of 1860, and upon U.W. Flesher, of the Class of 1857.

3rd Resolved, That the Honorary Degree of D.D. be and is hereby conferred upon the Rev. O.M. Shiner, President of the Iowa State University, and that the Honorary Degree of Master of Arts be and is hereby conferred upon the Rev. Daniel Cobb of Minnesota.

On motion said report was received and the Resolution severally accepted.

On motion the following named members were excused for non attendance of the present meeting Vgi, William B. Hubbard, H.H. Keith, Wiliam Aiken, S.B. Pruden, Robert Wright, George M. Woodbridge, & John M. Leavitt.

Annual Report of the President To the Board of Trustees O.U. Gentlemen Through the good Providence of our Heavenly Father, the Faculty and Students have enjoyed uninterrupted health, and considering the condition of our Country and the number of students has been large, The Ohio University has so far as we can ascertain furnished in proposition to her numbers a large number of young men to put down the rebellion now raging in our Country, than any one of her sister Colleges. The number of students emailed during the year is one hudnred thirteen. The prospect is then our number will be much larger the next year, and should the war in which we are unhappily engaged can come to an end. The health of the university would be filled with young men. Many who have been wounded and others of feeble conditions

unable to endure the hardship of Military life are already entering college. This is an indication of what we may expect in future. The gentlemans department of the Students and their untiring dedication to study have been exceedingly gratifying to the Professors, the intercourse between the Faculty & Students has been delightful. Nothing has happened to mar our freed, and every thing has moved forwad pleasantly and profitably. In the absence of Professor Young the Chair of Languages has been satisfactorily filled by Professor Gutner, and the L.A. Spemen has very faithfully discharged the duties of Principal of the Preparatory Department. Mr. J.S. Rich has been an assistant in the Preparatory Department, Prof. E H Gutner has received for his services $630, L.A. Spiman $400. & A. Rich $100. The following counties thirteen in number, Noble, Vinton, Morgan, Hocking, Dark, Washington, Meigs, Pickaway, Lawrene, Athens, Fairfield and Scioto have each sent one young man free of charge for tuition according to the provisions of the Board, we have also students from Seven different states of the Union. There has been added to the Library by donation & otherwise some fifty volumes, valued at about one hundred Dollars. The income from room rents contingent fees sales of certificates of scholarships and Diplomas has been about Eleven hundred Dollars. It will be gratifying to the Board to know that the surplus as will appear by the report of the Finance Committee exceed the expenditures, and that there remains on settlement in the Treasury about $2500. The following persons are hereby recommended to receive the degree of S.B. Mephs, Daniel M Blair, John H. Bauden, Chester H. Callui, Daniel N Cornell, Silas Pruden, J. Hobart Reek, John W. Schawafter, and Anthony H. Winelson, of the class of this year, David H. Mana of the Class of 1860 to receive the Degree of S.M. and U.W. Fleston of the Class of 1857.
