Monday 8 o'Clock P.M. Kingston December 4th 1893
A Special Meeting of the Council of the Corporation of the City of Kingston was held this day. Present:
Aldermen: McAulay, Behan, Bowes, Carson, Curtis, Elliott, Gaskin, Hardy, Horn, Meek, McIntyre, McKelvey, McLeod, C Robinson, W Robinson, Ryan, Skinner, Wilson, Wright.
On motion of Ald Meek seconded by Ald Wilson Alderman McKelvey was appointed Chairman
The Chairman stated meeting was called to take up consolidated By Laws and other business.
On motion of Ald Meek seconded by Ald Wilson The Committee of the Whole on consolidated By Law No 489 entitled "A By Law respecting the impounding of cattle and other animals and Pound and Pound Keepers" resumed. Ald Gaskin in the Chair The Council resumed. The Committee rose and the Chairman reported the second reading of the By Law clause by clause. The report was received.
Communications were read and referred as follows:
From Thomas O. Bolger, City Engineer suggesting the Council to authorize an advance of $400 or $500 on account of broken stone. On motion of Ald Carson seconded by Ald Hardy Ordered, That the communication of the City Engineer be received and adopted and that the sum of five hundred dollars be appropriated for the purpose set forth in the said communication and the same percentage on the total amount of the stone be paid each person having broken stone.
From William D Andrews asking the Council to purchase a number of his rules for rescuing drowing persons. Referred to the Committee on Finance &c.
Sundry communications Re taxes were referred to the Court of Revision.
From the City Clerk and City Solicitor Re Prohibition Plebiscite Act
On motion of Ald Gaskin seconded by Ald W Robinson Ordered, That Aldermen Meek, Skinner and McIntyre be an advisary committee appointed in pursuance to the request of Mr Flanagan in connection with the plebiscite.
Ald Carson introduced "A By Law to authorize the construction of an artificial stone side walk on a part of King Street in the City of Kingston as a Local Improvement under the provisions of the Municipal Act and of the Act passed at the last session of the Legislature of the Province of Ontario entitled "An Act respecting Local Improvements in the City of Kingston" which was read a first time. The 30th Rule was suspended and the Council went into Committee of the Whole on the second reading. Ald Hardy in the Chair. The Council resumed. The Committee rose and the Chairman reported the second reading of

of the By Law clause by clause. The Report was received. The 30th Rule was again suspended and the By Law was read a third time and passed.

Ald Gaskin introduced "A By Law to partially exempt from Municipal taxation the property of the Kingston Hosiery Company Limited in the City of Kingston for a period from the 31st day of December 1892 until the 31st day of December 1901 upon certain conditions" which was read a first time. The 30th Rule was suspended and the Council went into Committee of the Whole on the second reading. Ald Elliott in the Chair. The Council resumed. The Committee rose, reported progress and asked leave to sit again.

From John J. Behan Secretary R.C. Separate Schools asking compensation for damages Re blocking of a drain running from St Mary's School to Brock street sewers.
Ald Carson moves seconded by Ald Meek That in the opinion of this Council the sum of $50 should be paid the Separate School Board as compensation in connection with the Brock street drain and the Finance Committee provide funds for such purpose.

In amendment Ald Gaskin moves seconded by Ald W Robinson That the Communication of the Separate School Board for compensation for damage done to drain on Brock Street be referred to the City Engineers to report which being put was lost. By Law No 488 entitled "A By Law respecting common sewers and the annual rent or sewer rate for the use of the same" was read a third time and passed.
By Law No 489 entitled "A By Law respecting the impounding of cattle and other animals and Pounds and Pound Keepers" was read a third time and passed.
Ald Meek introduced "A By Law to fix the places in each Ward in the City of Kingston where the nominations of candidates for the office of Alderman and Public School Trustee shall take place and to appoint Returning Officers to hold the said Nominations" which was read a first time. The 30th Rule was suspended and the council went into Committee of the Whole on the second reading. Ald Hardy in the chair. The council was resumed. The Committee rose and the Chairman reported the second reading of the By Law clause by clause. The Report was received. The 30th Rule was again suspended and the By Law was read a third time and passed.
Ald Meek introduced "A By Law to appoint Deputy Returning Officers and places for holding the next ensuing Municipal and Public School Trustee Elections for the City of Kingston" which was read a first time. The 30th Rule was suspended and the council went into Committee of the Whole on the second reading. Ald Wilson in the chair. The council was resumed. The Committee rose and the Chairman reported the second reading of the By Law clause by clause. The Report was received. The 30th Rule was again suspended and the By Law was read a third time and passed.

Ald Gaskin from the Committee on Finance and Accounts brought up a Report (Number 1139 Book G) which was read and adopted.
On motion of Ald Behan seconded by Ald Gaskin Ordered, That the usual grant be made to the Reporters.
On motion of Ald Hardy seconded by Ald Horn Ordered, That the sum of eight hundred dollars be placed to the credit of the Mayor as allowance for 1893
On motion the Council adjourned.

From Henry Cunningham and others respecting Taxes. Referred to the Court of Revision.
Ald Meek introduced "A By Law to provide and impose a penalty for a breach of certain By Laws and to repeal certain By Laws and for other purposes" which was read a first time. The 30th Rule was suspended for the evening as to the reading of By Laws. Ald Hardy in the Chair. The Council resumed The
