In 1846 Kingston was incorporated as a city. There had from the beginning been considerable dissatisfaction with the original incorporation act. It had been felt that there were too few councilors, and there was no provision for proper assessment. After 1846 the council increased in size and the councilors were elected annually. The city limits were extended and the whole was divided into five wards: Cataraqui, Frontenac, Sydenham, Ontario and St. Lawrence. By the 1849 Baldwin Act, city limits were again increased and Rideau and Victoria wards were added. At that time the Council consisted of the mayor, fourteen aldermen and fourteen councilmen. In 1867 the Council was reduced to the mayor and twenty-one members, three from each ward, and all were called aldermen. The items to be described are two volumes of handwritten City Council minutes from 1886-1897. These minutes will be of particular value once transcribed as we have never received indices for 1880 to 1896. All other years are indexed making the information more findable.

reading of the By Law clause by clause as amended the Report was received.

On motion of Ald. Thompson seconded by Ald. Harty Ordered, that the Finance Committee be instructed to contribute to the Ladies of the Congregation of the Queen street Methodist Church an amount which they had sent for the use of the City and Ontario Halls for the evening of the 4th of February for holding a social entertainment.

On motion the Council adjourned.

A Communication from Edward Roddy in respect of remaining Nuisances. Referred to the Committee on Streets.

A Communication from William O. Lett Esquire, City Clerk Ottawa was read Re Municipal Amendment.

On motion of Ald. McIntyre seconded by Ald. Clements Ordered, that the Communication of the Mayor of Ottawa be referred to the Committee on Municipal Reform with power to act in case there be any pressing necessity prior to the next meeting of the Council

A Circular from William Paris arrived and was read there was no action taken therein.

A Circular from W Morrison Re Fire protection was read and referred to the Committee for Fire, Water, and Gas

A Communication from the Kingston Electric Light Co was read offering to light some of City Buildings &c Referred to the Committe for Fire, Water, and Gas

A Communication from the Ladies and Society of Queen street Methodist Church thanking Council for use of Halls

Aldn. Thompson and McIntyre brought up the petitions of W. D. Morris, Mrs Grimason and W. McNamie respecting Sewer Rent. Referred to the Committee on Streets &c

Ald. Drennan brought up the petition of H. J. Huron Manager Roller

The Chairman from the Committee on Streets and Improvements brought up a Report (Number 389 Book E) which was read and adopted.

The Chairman from the Court of Revision brought up a Report (Number 390 Book E) which was read and adopted.

Sundry petitions respecting Taxes were submitted and referred to the Court of Revision

The Chairman from the Committee on Fire, Water, and Gas brought up a Report (Number 391 Book E) which was received and adopted.

Ald. Carson introduced a By Law respecting the Benevolent Fund of the Fire Department and to amend Section 311 of the Consolidated By Laws of the City of Kingston which was read a first time.

Ald. McIntyre moves seconded by Ald. Robinson That in the opinion of this Council the system of Ward appropriations is preferable to the system of general appropriation as carried on last year - the former being more consistent with fairness and efficiency.

In amendment Ald. Harty moves seconded by Ald. McKay That the consideration of the resolution moved by Ald. McIntyre be deferred until the bringing down of the Budget which being put was [underlined]lost[/underlined]. Yeas The Mayor Aldn Elibeck, Harty, Hiscock, McKay, Redden, Shannon, Thompson, W. Wilson. 9 Nays Aldn Carson, Clements, Drennan, Dunn, Little, McIntyre, O'Brien, Robinson, J Wilson. 9 The orignal motion being put was also lost. A Circular from the Publishers of Man was read asking the Council to subscribe for Copies - Referred to the Board of Health

Ald. Carson brought up the petition of the Alert Fire Company asking for an increase of salary - Referred to the Committee on Fire, Water and Gas

Ald Eilbeck gives notice that he will at the next meeting of the Council introduce a By law to amend section 410 of the consolidated By Law under the head of forstalling.

Ald Harty introduced "A By law authorising His Worship the Mayor and the City Treasurer to borrow a sum not exceeding $56000 in anticipation of the taxes for 1886 which was read a first time The 30th Rule of Council was suspended and the Council went into Committee of the whole on the second reading Ald Hiscock in the Chair The Council resumed The Committee rose and the Chairman reported the second reading of the By Law clause by clause. The report was received. The By Law was read a third time and passed

Ald Harty introduced a By Law respecting tree planting which was read a first time

On motion of Ald Eilbeck seconded by Ald Thompson Ordered That the Mayor do set aside Wednesday the 4th day of August next to be observed as a Civic Holiday On motion of Ald McIntyre seconded by Ald O'Brien Ordered That the Finance Committee be requested to bring down the Budget for the current year at the first meeting of the Council in the month of May, or earlier if possible, in order that the work upon streets and boardwalks may be proceeded with promptly and for other purposes and that the Chairman of the several Committees be also requested with as little delay as possible to prepare and submit the appropriations proposed in respect of each Committee.

Ald McIntyre introduced A By Law to appoint a Director of the Kingston and Pembroke Railway Company for the year 1886, which was read a first time The 30th Rule of Council was suspended and the Council went into Committee of the whole on the second reading
