In 1846 Kingston was incorporated as a city. There had from the beginning been considerable dissatisfaction with the original incorporation act. It had been felt that there were too few councilors, and there was no provision for proper assessment. After 1846 the council increased in size and the councilors were elected annually. The city limits were extended and the whole was divided into five wards: Cataraqui, Frontenac, Sydenham, Ontario and St. Lawrence. By the 1849 Baldwin Act, city limits were again increased and Rideau and Victoria wards were added. At that time the Council consisted of the mayor, fourteen aldermen and fourteen councilmen. In 1867 the Council was reduced to the mayor and twenty-one members, three from each ward, and all were called aldermen. The items to be described are two volumes of handwritten City Council minutes from 1886-1897. These minutes will be of particular value once transcribed as we have never received indices for 1880 to 1896. All other years are indexed making the information more findable.

The 30th Rule was suspended and the Council went into Committee of the Whole on the second reading. Ald McIntyre in the Chair. The Council resumed. The Committee rose and the Chairman reported the second reading of the By Law clause by clause. The Report was received. The 30th Rule was again suspended and the By Law was read a third time and passed.

On motion the Council adjourned.

A Special Meeting of the Council of the Corporation of the City of Kingsotn was held this day. Present:

His Worship the Mayor Aldermen: Allen, Behan, Carson, Curtis, Horn, Martin, Meek, McIntyre, McKelvey, McMahon, C Robinson, W Robinson, Walkem, Wright

The Mayor stated that the meeting was called to present to the Honorable George Airey Kirkpatrick Lieutenant Governor of Ontario an address on the occasion of his visit to the City this day with Mrs. Kirkpatrick.

On motion of Ald Carson seconded by Ald Allen Ordered, That the Finance Committee be a Select Committee to repair to the Grand Trunk Depot and escort the Honorable George A Kirkpatrick Lt Governor of Ontario and Mrs Kirkpatrick to the Council Chambers to receive the address from the City Council.

On motion of Ald McIntyre seconded by Ald Curtis Ordered, That the Council stand adjourned until the arrival of the Lieut. Governor.

The Lt Governor and Mrs Kirkpatrick having arrived at the Council Chambers.

The Council met pursuant to adjournment.

The Mayor read and presented address to His Honor the Lieutenant Governor of Ontario. The Hon George A Kirkpatrick to which address he replied.

On motion the Council adjourned.

A Meeting of the Council of the Corporation of the City of Kingston was held this day. Present:

The Clerk read the minutes of the two last meetings.

Communications were read and referred as follows:

From Messrs Ford Bros Re: tax exemption on Tannery. Referred to the Committee on Finance.

From W.S. Gordon Secretary Local Board of Health asking for an appropriation of $600 for the years. Referred to the Committee on Finance.

From Mr. Macdonald Secretary-Treasurer Public School Board Re: re-arrangement of Water rates. Referred to the Committee on Water Works.

From John Blevins, City Clerk Toronto for the abolition of tax exemptions on Churches and Church Property. Referred to the Committee on Finance.

From J.A. Breck Esquire asking for water supply for house. Referred to Water Works.

From W.S. Gordon, City Commissioner asking for a By Law to regulate the posting of Bills. Referred to the Committee on Finance.

From George Thompson, Collector of Taxes showing taxes collected to date. Referred to the Committee on Finance.

From E.W. Dowling asking for rebate on Billiard License. Referred to the Committee on Finance &c

Petitions were presented and referred as follows:

From Richard Boyd by Ald Wright asking for an allowance for loss alledged to be caused by curtailment of market. Referred to the Committee on City Property.

From the Frontenac Law Association by Ald Mundell enclosing petition to be submitted to the Ontario Legislature.

On motion of Ald Mundell seconded by Ald Walkem Ordered, That the Mayor be authorized to sign the petition presented by the Frontenac Law Association and forward to the City Members for presentation to the Local Legislature

From W.H. Godwin by Ald Elliott asking for a reduction of rent of City Hall on occasion of meetings. Referred to the Committee on City Property.

Ald Gaskin from the Committee on Finance and Accounts brought up two reports (Numbers 1158 & 1189 Book G) which were read.

Ald Ryan, Behan and Hardy here entered.

that the reports of the Committee on Finance and Accounts be received and adopted.

In amendment 1st Ald McKelvey moves seconded by Ald G.W. Robinson That the first clause of the Report of the Committee on Finance be struck out.

In amendment 2nd Ald Elliott moves seconded by Ald Carson That that portion of the Finance Report which refers to the exemption of Locomotive Works and Tanneries and taxing Church property "the ground" and the granting of the old Collegiate Institute be referred back for re-consideration.

In amendment 3 Ald Behan moves seconded by Ald Martin That the portion of the Finance Committee report Re: taxataion of Church Property and the exemption of the Locomotive Works and Ford and Carrington's Tanneries be struck out which being put was lost as was also the second amendment.

The first amendment being put was carried and the original motion being put was carried as amended.

In amendment 1st Ald Elliott moves seconded by Ald Martin That Wm Phillips name be struck and John Marsh be inserted in his place

In amendment 2nd Ald Behan moves seconded by Ald Elliott That the report of the Park Committee be referred back and that new tenders be asked for the position of Care-takers or Superintendant
