COUNCIL CHAMBER,October 11, 1917.

The regular monthly meeting of the Common Council was held on this date with the following members present: Messrs. Elliott, Forrest, Gleason, Graves, Long, Souder, Twyman and Wingfiled.

The minutes of the previous meetings were read and approved.

Deferred. The Chairman of the Finance Committee presented the annual budget which was read, discussed and passed by until the next meeting.

Report City Manager. The City Manager and Engineer presented his report for the month of September which was read, discussed with action by the body on the following recommendations: The Western Union Telgraph Company's petition for permit to cross Main Street with a line of open wires was referred back to the City Manager and Street Committee with power to act: The recommendation of the City Manager that the layingof the water line on Rugy Road be deferred owing to the excessive price of material, was approved.

Police. Report of the Chief of Police for September showed Cash Fines $282.50; casees sent to jail in default,$47.50.

Supt. Streets. The City Manager conferred with the Council in the matter of employing a Supt. of Streetand he was given power to act. at a salary of $125, per me.

In re. Mrs.M.K.Smith cemetery bill. The petition of Mrs. M. K. Smith that she be relieved of the charge for keeping up cemetery lots, stating that she was not able to pay the charge, was referred to Cemetery Committee with power to act.

Use of Armory granted to Albemarle Rifles. Permission to use the Armory was granted to the Albemarle Rifles, and the Captain of said company was directed to confer with J. W. Phillips of the Fire Company as to signals to be given for company assembling.

Referred. Petition of C. W. Rogers,City Sergeant, for an increase of salary to $50. per month was referred to the Finance Committee.

Referred. Citizens of Ivy Road and Ellis Wood Avenue petitioned the Council for either arc lights on said streets, or to have restored the lights put up by the University and lighted by it until recently. The matter was referred to the Gas & Light Committee to report.

Reasurer to make up and turn over to City Manager delinquent Gas,Cemetery and Sidewalk bills. The following offered by Mr. Twyman, wa unanimously adopted; RESOLVED, BY THE COMMON COUNCIL, THE BOARD OF ALDERMEN CONCURRING, That the City Treasurer be requested to make up an itemized statement of all past due gas bills to October 1,1917 and give said list to the City Manager for immediate collection by warrant or otherwise as he may deem best, and Resolved, further, That in the future the Treasurer is requested to furnish the list to the City Manager quarterly, January, April, July and October so that he may take prompt action on such past due accounts and that he also furnish the City Manager with a list of unpaid sidewalk and cemetery bills.

In re. street light on Ivy Road and Elliewood Avenues. The following offered by Mr. Graves, was unanimously adopted; RESOLVED, BY THE COMMON COUNCIL, THE BOARD OF ALDERMEN CONCURRING, That the City Manager be and is hereby directed to make a proposition to the University to pay $147. per annum for lighting and maintaining the 14 60 watt lamps from the entrace of the University to Rugby Road; said lamps to run all night and every night.

The following ordinance and resolution were adopted and will be found spread at length on the Ordinance Book: An Ordinance abolishing the cash discount on gas bills. A Resolution terminating the contract with the C & O Ry. Co. providing for furnishing water for the use of said company.

The regular monthly meeting of the Common Council was held on this date with the following members present, Messrs. Elliott, Forrest, Gleason, Long, Souder, Twyman and Wingfield.

Minutes of the previous meeting were read and approved.

In re. H. M. Hantmon's resignation. His Honor, The Mayor, sent to the Council for its information, and which was ordered spread, the following correspondence had with Mr. H. M. Hantzmon relative to his resignation as Superintendent of Gas:

October 16, 1917. Mr. H. M. Hantzmon, City. Dear Mr. Hantzmon: Mr. S. A. Stecker, City Manager, reported to the Board of Aldermen of the City in regular session assembled last night, that you had quit work for the City, but had not sent in your resignation as Supt. of Gas & Light. Please let me know at once if you wish to send in your resignation, or, if you wish to be heard in reference to the matter so that I may know what to do in regard to same. Yoursvery respectfully, E. G. Haden, Mayor.

Charlottesville, Va., October 17, 1917. Mr. E. G. Haden, Mayor, City. Sir: Yours of October 16th at hand and in reply would say inasmuch as the City manager had authority to dispense with my services as Supt. of the City Gas Plant I deemed it unnecessary to tender my resignation and I gave up the position accordingly. With kindes regards, I am, Yours truly, H. M. Hantzmon.

Fred Bowyer appointed Manager Chain Gang. His Honor, The Mayor, advised the Council of the appointment of Fred. Bowyer as Manager of the Chain Gang on October 16, 1917, which was approved.

In re. Water for C & O Ry. Company. Hi Honor, the Mayor, sent to the Council the following letter which was ordered spread:

October 17, 1917. Mr. W. O. Watson, Agt. C & O Ry. Co., Charlottesville, Va. Dear Sir: I enclose a resolution passed by the Councils which explains itself. The Board of Aldermen also passed a resolution instructing the Water Committee and City Manager to an arrangement with your company by which you may be which you may be furnished all the water the City can spare you. Yours very respectfully, E. G. Haden, Mayor.

Referrred. Petition of residents of Park Place for an arc light was referred to the Gas & Light Committee to report back.

Referred. A petition praying for an appropriation by the Council of the sum of $500. for the Charlottesville Public Health & District Nursing Association was referred to the Finance Committee.

Mr. W. J. Adams appeared before the Council and stated that he had applied to the City Manager for a permit to make certain alterations to a building located N. W. corner Main and Third Streets East, which permit was not granted. Upon

In re. permit remodelling building on N.W.cor. Main & 3rd Sts. East. being asked the reason for refusing to grant the permit the City Manager stated that the specifications for repairs and alterations were not in accord with the requirements of the City ordinance on the subject and, furthermore, that he was of the opinion that to build on to the East wall as desired would be hazardous and should not be permitted, in all of which he was sustained by the Buildings & Grounds Committee. After some discussion of the question the action of the City Manager in refusing the permit was sustained.

Report of City Manager. The City Manager submitted his report for the month ending November 8th, which was read, discussed, and the following recommendation referred to the Street Committee and City Manager to report: "On good streets, and especially for long haul, the truck will do the work much cheaper than teams, and I suggest that an order be placed now for a Ford one ton truck. I believe that a Ford truck will do the work of two teams during the season when the roads are dry, and the running expense will probably not exceed the cost of the feed for one team. I advocate placing the order now because delivery on these cars is so slow that you would probably not get the car before spring or some time next summer."

Report Chief of Police. The Chief of Police submitted his report for the month of October showing Cash fines $192.60; cases in default $57.50.

The following resolution adopted by the Board of Aldermen on October 15th, was concurred in:

Gas Com'tee and City Manager to recommend person for Supt. Resolved, That the Gas Committee and City Manager be directed to make a recommendation to the Council of a suitable person for the position of Superintendent of Gas.

In re. water for C & O Ry. Company. The Council declined to concur in the resolution adopted by the Board of Aldermen at a meeting October 15th, providing the C & O Ry. Company with water,as spread on Aldermen's minute Book p 20, but, instead thereof, adopted the following resolution which will be found spread on Ordinance Book #1:

A Resolution to provide the C & O Ry. Co. with water when in the judgement of the City Manager and Water Committee it can reasonably be allowed, and fixing the rate therefor.

In re. lighting of University Avenue. The following resolution was adopted and will be found spread on Ordinance Book #1: A Resolution declining the proposal of the University of Virginia for lighting University Avenue.

Annual budget. A Resolution adopting the Budget for the fiscal year,ending August 31,1918.

COUNCIL CHAMBER, December 13, 1917.

The regular monthly meeting of the Council was held on this date with the following members present: Councilmen Elliott, Forrest, Gleason, Long, Souder, Twyman and Wingfield.

Minutes of the previous meeting were read and approved.

Resignation Dr. W.D.Macon, Health Officer His Honor, The Mayor, transmitted to the body a communication from Dr. W. D. Macon, tendering his resignation as Health Officer, to take effect from January 1,1918,which was accepted.

Police resignations and appointments. He also reported the resignation of Maurice F. Greaver as a memeber of the Police Force to date from December 4,1917,and the appointment of the following policemen; S. L. Harlow,M. B. Harlow,Southern Railway oliceman without charge upon the City's finances, and E. C. Smith.

Retirement A.N.Eubank. The Mayor further reported that at a meeting of the Police Committee on Nov. 26, 1917, it was decided to place Mr. A. N. Eubank on the inactive list as an extra, at a salary of $25. per month with additional pay when detailed for special work, and to employ some active young man for service in the office at night at $50. per month. The foregoing recommendations and appointments were approved.

In re. R.P.Valentine's section in Oakwood Cem. The following communication was received from Mr. R. P. Valentine: December 11, 1917. Mr. W. F. Souder, Jr.,President, City. Dear Sir: This is to certify that some years ago I sold to Mr. John Perley and Mr. C. D. Carter, both of Charlottesville, Va., a half section in Oakwood cemetery in the City of Charlottesville. They hold my receipt for same. There is no evidence that any deed has been made to me or to the parties named above. This is a request that the City make them a deed for this half section. Given under my hand and seal this day. Yours very truly, R. P. Valentine.

In the foregoing matter the Mayor was authorized to make a deed to the half section to C. D. Carter and J. W. Perley and that R. P. Valentine be required to unite in the deed. (See action by Board of Aldermen.)

The following petitions and communications were considered and referred;

Referred. A request of the Board of Directors of the Chamber of Commerce that an appropriation of $50. be made to repair Ivy Road just inside of the City limits; to the Street Committee and City Manager:

Referred. A petition from desidents of Jefferson Park Avenue for two arc lights to be placed on the Fry's Springs Road; to the Light Committee and City Manager to report:

Referred. A bill from the country Club in the sum of $27.75, being one-half of the cost of entertaining the Bankhead Highway party, to the Finance Committee:

Referred. A bill of E. F. Craven for rent of a road machine, to the Finance Committee:

Referred. A petition from citizens of the City asking that the Council accept the offer Of $7,500. from the C & O Ry. Co. for the old Meade property to be used as a Railroad Y. M. C. A. went to the Finance Committee for report.

The following resolution adopted by the Board of Aldermen on November 12,1917 was concurred in by a vote of 6 to 1(Gleason):

APP. of $50. towards defraying exp City Manager to Detroit. Resolved, By the Board of Aldermen, the Common Council concurring, That asum not to exceed $50.00 be appropriated to defray the expenses of the City Manager to Detroit, Mich. to attend a meeting of the City Managers of the U. S. held in that city November 19/24.

Report Chairman Finance Comtee. December 12,1917. To the President and Members Common Council. Gentlemen: At a meeting of the Finance Committee held on December 10, the report of the Treasurer for the quarter ending November 30,1917, was examined and approved, and its adopted is recommeded by the committee. The Committee also recommends that the salary of the City Sergeant be increased five dollars per month, and that $250. be appropriated to cover City Manager's expense for period of one year, beginning September 1,1917, for furnishing and maintaining a car for the City's service, and that the petition asking for an appropriation of $500. for the District Nursing Association be declined for the present. Respectfully submitted, J. R. Gleason, Chairman.

Report from University Hospital. A communication from Dr. M. R. Pratt, Sup't University Hospital: December 11,1917. Mr. E. I. Carruthers, Auditor, City. Dear Sir: I have just finished checking up the charity work done by the University Hospital in accordance with the appropriation made by the City of Charlottesville. The daily per capita cost for the year ending August 31,1917, was $1.468. The number of days of treatment given City charity cases was 5147, making the cost to the Hospital for the City patients $7,555.80. This does not include a large number of patients who, to insure their entrance to the hospital, promised to pay their own expenses and later turn out to be charity patients from whom the hospital could collect nothing. To cover this work the City appropriated $2,000., a great help to us it is true, but hardly a proper return. The Hospital deficit for the pastyear was approximately $11,000.; the deficit from City charity was half this, and, if we consider the patients who agreed to pay but could not, we will find well over half of the entire deficit of the hospital came from work done for the City of Charlottesville. The annual report, now on the press, will indicate to what extent we tried to have patients help themselves. Those agreeing to pay a part but not the entire cost increased to 1332 from 580 the previous year, and the number of free patients went down to 1147 from 1619 the previous year. As stated above however, many of those agreeing to pay something proved to be charity patients. That the City of Charlottesville should make a considerable increase in its appropriation is very evident. Sincerely, M. R. Pratt, Supt.

Police report. Report of the Chief of Police for November showed cash fines $177.83, cases to jail in default,$60.50.

Report City Manager. The report of the City Manager for November was read and considered with the following actions: As to the matter of collecting trash and garbage from residences, etc., it was the opinion of the Council that the City ordinance dealing with the matter be adhered to.The Manner in which the Inspection work should be done in the Health Dept., was left in the hands of the Public Safety Committee to consider and report.
