In re opening Sycamore Street. Property owners on Grove Avenue petition that Sycamore Street be declared open to the Free Bridge Road; to StreetCommittee to investigate and report.

In re. Holsinger property on 8th street. Communication from Mr. Holsinger, calling attention to the condition of the alley on the north side of his property on 8th Street, due to the relocation of the said Street at that point. Referred to Street Committee to investigate and report back.

Report City Manager. The City Manager submitted his report for the quarter ending March 1st, with certain requests and recommendations which were discussed and disposed of as follows:

In re renaming and renumbering streets and houses. He requested that some definite action be taken on his former recommendation in re. re-naming and re-numbering of streets and re-numbering the houses. This matter was disposed of in a resolution hereafter spread.

Oil for streets. He reported to the council that owing to the high price of road oil it would cost about $2,000. to do the usual sprinkling therewith, and asked for instructions. It was decided to dispense with the oiling this season.

In re. charge for laying walks. He reported that it was now costing probably in excess of $1.50 per sq. yd. for sideswalks, whereas the ordinance permitted a charge of only 60¢ per sq. yd. against the property owner, and suggested that if it was the desire of the Council to make any change in the rate, it should be done before the working season begins. This matter was referred to the Ordinance Committee and Street Committee to consider, and pending this report, to take no further contracts.

In re. grading certain streets. His request for instructions as to taking over and grading certain streets in the newly annexed territory was referred to the Street Committee to report.

Binder for Preston Ave. His request for instructions as to binder to be used on Preston Avenue, about to bemacadamized by the Couthern Railway Company under its contract with the City, was referred to the Street Committee.

Police. The Chief of Police reported cash fines for February $185,30: cases in default $66.00.

Report Public Safety Comtee. on fire escapes at Jefferson Theatre. Report of the Public Safety Committee on Jefferson Theatre: And Bloodhounds: In compliance with request made by the Council, the Safety Committee has made an inspection of the fire escapes at the Jefferson Theatre and it begs to report that in its opinion maple provision has been made for safeguarding the public in case of fire in this building.

Bloodhounds. On the question of purchasing bloodhounds for the use of the City, the Committee has no recommendation to make at this time.

Report of Health Officer. Dr. R. L. Robertson, Health Officer, submitted his report for the month of February showing the conditions to be very good.

The following offered by Dr. Forrest, seconded by Mr. Wingfield, was adopted by a vote of 5 to 2 (Gleason and Twyman voting in the negative):

Renaming and renumbering of streets. Resolved, By the Common Council, the Board of Aldermen concurring, That the City Manager is instructed to proceed with the renaming and renumbering of the city streets according to the plans submitted by him, and the City Manager and Ordinance Committee will prepare a proper ordinance to carry the scheme into legal effect. (The Board of Aldermen did not concur. Clerk)

The following offered by Dr. Forrest, seconded by Mr. Wingfield, was adopted: Resolved, By the Common Council, the Board of Aldermen concurring,

Appointment of Board of Health. That in accordance with the requirements of Section 336 of the General Ordinances of the City of Charlottesville, the Presidents of the Common Council and of the Board of Aldermen are requested to appoint a Board of Health for the City to direct and co-operate with the City Physician in the manner prescribed in the ordinances of the City. (The Board of Aldermen did not concur.Clerk)

The following resolutions were adopted and will be found spread at length on the Ordinance Book:

Country Club account. A Resolution appropriating $27.75 to pay the bill of the Country Club for entertaining the Bankhead Highway party, and

Quarterly appropriation. A Resolution appropriating the sum of $48,374.64 to meet the expenses of the City Government for quarter ending May 31,1918.

COUNCIL CHAMBER, April 3, 1918. A Special meeting of the Common Council was held on this dateto consider the question of guaranteeing a sum not to exceed $20,000. to secure Government training school at the University of Virginia.

There were present Councilmen Elliott, Forrest, Gleason, Huyett, Long, Souder, Twymand and Wingfield.

Mr. F. M. Huyett, elected at the last meeting of the common Council to fill the unexpired term of Mr. W. E. Graves, presented his qualification as a Councilman.

In re. guaranteeing the University against loss in training motor truck drivers for the army. Judge Dabney was granted the privilege of the floor and advised the body that the University had under consideration a scheme whereby it proposed to undertake to train 600 motor truck drivers and mechanics for the army, necessitating the erection of all necessary buildings to house and train that number of men at an initial cost of approximately $60,000. and that the Board of Visitors of the University felt that the undertaking might entail an expense and a loss to them which their finances would not be able to bear. In the interest of the financial benefits to be derived from having theis school established for a period of 6 months the business men had undertaken to underwrite any probably loss and that quite a good sum had been secured, but it ddesirable that the matter should take more concrete form by an act of the City Council, and such pledge as might be made by the body would be backed by the business men of the city and community. Dr. Forrest then presented the following resolution,which was unanimously adopted, and which will be found spread on the Ordinance book, said resolution having been presented and considered at a meeting of the Board of Aldermen

held this date for that purpose, and, under the rules, deferred action until the next meeting:

A Resolution to indemnify the University of Virginia against possible loss in its undertaking to train 600 men for motor truck drivers for the army.

COUNCIL CHAMBER, April 11,1918.

The regular monthly meeting of the Common Council was held on this date with the following members present; Messrs. Elliott, Forrest, Huyett, Long, Souder, Twyman and Wingfield.

The minutes of the previous meeting were read and approved.

Appointment E.P.Hilderband as policeman. His Honor, the Mayor, communicated to the Council the appointment of E. P. Hilderbrand as a policeman for the City, which was approved.

Page Street petition for light. A petition from citizens on Page Street for a light was referred to the Light Committee for examination and report.

REquest of R.Melton Jones for permission to remove bass from city reservoirs. Mr. R. Melton Jones, Game Warden for the County of Albemarle, asked permission to remove bass from the city reservoirs for the purpose of stocking some of the streams in this vicinity, which request was sanctioned by a letter from the State Health Officer and filed as part of the papers by Mr. Jones. The request was referred to the Water Committee and City Health Officer.

Report of Chief of Police. The Chief of Police submitted his report for March showing cash fines $248; cases in default, $118/50.

Health report The monthly report of the Health Officer showed the city to be in good condition.

Report City Manager. In re. Sycamore St. In re. opening of Wertland St. The monthly report of the City Manager was presented and read, and the report therein contained setting forth the action of the Street Committee in favoring the opening of Sycamore Street as a City Street in order that the desired sewer line can be laid in the right of way, provided the city will not be asked to grade this street until the need for opening said street to the traffic becomes apparent, was ratified by the body. Also the action of the Street Committee in its recommendation for the opening of Wertland Street between 13th and 14th Streets was approved as set out in a formal resolution hereinafter shown.

In re. tax bill for Home for the Aged. The resolution appropriating thr sum of $87.93 to cover the taxes of the Old Ladies home for 1917, adopted by the Board of Aldermen on March 18th, was not concurred in, but was referred to the Finance Committee.

Nominations for City Game Wardens. Applications of R. W. Durrett and b. E. Jefferies, St. were filed for the recommendation of the Council to the State Game Warden for the position of City Game Warden, and the presidents of the Common Council and Board of Aldermen and the Mayor were requested to nominate eight additional persons to the State Game Warden from which to make an appointment.

The following offered by Mr. Wingfield, was adopted;

In re. widening of E. High St. McIntire lot. Resolved, by the Common Council, the Board of Aldermen concurring, That the City Manager and the Committee on Streets, be and they are hereby instructed to negotiate for the purchase from the McIntire Estate, or such person as may acquire the old McIntire home, a strip of the McIntire lot on the East side thereof; such strip of land to have a front of twenty-one feet on the North side of High Street, and to extend back in a notherly direction to Maple Street. This land being necessary to widen and otherwise improve the street along the East side of that property.

In re. paving West Main St. RESOLVED, BY THE COUNCIL OF CHARLOTTESVILLE, THE BOARD OF ALDERMEN CONCURRING, That West Main Street, from the west end of the present brick pavement, to and including the intersection of Rugby Road, be improved by laying a concrete pavement for the full width of the roadway, and that the sum of $7,500. or so much thereof as may be necessary be, and hereby is appropriated, upon condition that the University of Virginia contribute the amount of $2,000. toward this improvement. (The Aldermen deferred the action at its meeting April 15th. Clerk)

in re. rate of pay for feeding city prisoners. On motion of Mr. Long the matter of increasing the per diem allowance to the City Jailor for feeding the prisoners of the City, was referred to the Finance Committee with power to act.

Report of Special Committee on outside sewer spread, claims. The following report of the Special Committee on adjusting outside sewer claims, consisting of the City Manager and City Attorney, was submitted, approved and ordered spread;

April 11,1918.

To the Honorable Mayor, Common Council and Board of Aldermen:

The undersigned, who were appointed under a resolution of the Council to make a final adjustment of the outside sewer claims, beg leave to report as follows:

In undertaking to close these several accounts which have been the subject of disturbance for several years past, we were unable to form a basis of payment which would equalize the burdens as between all the debtors. However, we understood it to be the desire of the City, since these parties have become a part of the City, to deal with them in such manner as to indicate that the City did not wish to be unreasonable. And in pursuing this policy we figured the settlements somewhat arbitrarily, it is true, but with a view of approtioning the burden as nearly equal as possible between those who still had to pay. And the collection shown below is about all that we are able to collect, though none of the delinquent parties have specifically refused to pay.

It may be remarked inpassing that Mr. John Stockton and Mr. John D. Watson are both dead, and their estates have been distributed, and that it will probably cost more than these items amount to to collect from the several heirs of each of thwse estates.

Out of a total number of 64 people who used the sewer and were charged with a rental, the records showed that 22 had paid their charges in full and 14 had paid 50% or more of the charges against them which we thought was sufficient without further payment, leaving 28 who had paid less that 50% of the amount due. Of this number 2 were improperly charged and collections were made form the others:

The following resolutions and ordinance were adopted and will be found spread at length on Ordinance book No.1,

Opening street through Berkeley property. A Resolution authorizing the City Manager, under certain conditions, to open Wertland Street through the "Berkeley" property.

Coke. A Resolution fixing the price of coke.

Lights on Fry's Springs Road. A Resolution instructing the City Manager to place street lights on Fry's Springs Road.

Sec. 369 of City Code. An Ordinance amending and re-enacting Sec. 369 of the City Code, entitled Privies, etc.--When cleaned.

Annual license tax ordinance. An Ordinance for imposing and collecting taxes on licenses and taxes for the exercise of certain privileges within the City of Charlottesville for twelve months, commencing the first day of May, 1918 and ending the thirtieth day of April 1919.

C.F. Haney appointed Policeman. His Honor the Mayor reported the appointment of C. F. Haney as a policeman for the City, which was approved.

Petition from University Place for street lights. Referred. A petition of residents of University Place for adequate street lights was referred to the City Manager and Light Committee with power to act.

Preston Heights petition for streetlight referred. A petition of residents of the recently annexed territory, commonly known as Preston Heights Division, for a street light corner 10-1/2 St. and Grady Avenue, was referred to the City Manager and Light Committee to report back.

Police rept. The report of the Chief of Police for April showed cash fines $227.80; cases in default, $58.50.

Health report. The report of the City Health Officer showed the city to be in a satisfactory condition.

In re. care of Armory. Referred. A motion by Mr. Long, providing that the City should provide for the maintenance of the armory was referred to the City Manager and Public Safety Committee to report.

Petition O.E. Driscoll, referred. A petition by Dr. O. E. Driscoll for permission to erect a porch in front of his building on Market Street, similar to the one Mr. Laterneau was permitted to erect, was referred to the City Manager and Street Committee with power to act.

Communication in re. 9th St. crossing. The following communication was received, read and referred to the City Manager and Street Committee:

Mr. H. A. Stecker, City Manager, Charlottesville, Va. Clifton Forge, Va., March 17, 1918. Dear Sir: Your letter of January 9th quoting resolution adopted by the Council and Board of Aldermen with regard to placing crossing watchmen on West 9th Street Charlottesville. All eastbound trains on both the C&O and Southern stop before coming to this crossing, and the westbound trains stop very close before crossing this street, and trains in both directions run very slowly over this crossing. Both the Southern Superintendent and myself, after making a personal investigation of the situation on the ground came to the conclusion that to put on a watchman would entail a running expense to both roads that is unnecessary, and I trust the Council and Board of Aldermen will be able to see this in the same light as ourselves.
