Sir:

I have the honor to inclose herewith [a one?] final letter (date June 12/65) from Hon E.B. French 2nd Auditor of the Treasury, relative to final settlement of the accounts of James R. Vineyard (dec?) late Indian Agent for California.

Mr Vineyard begs you in the name of justice of & humanity to not permit any further postponement in the premises but promptly direct an immediate settlement of the accounts.

I will add that the long delay in this matter (perhaps unavoidable) has worked serious hardship: - has brought the widow & children of a faithful officer of your department to the very verge of destitution.

Hoping to be advised at an early day of your action I [illegible] myself.

In reply to [yours?] of May 13th in relation to the claims of the widow of J.R. Vineyard I have to inform you that the claim has been [illegible] for [illegible] nearly a year, only [waiting?] for [permission?] from the [Indian?] Office to so make [illegible] on the 10th of August 1864 a letter was written from this office to [that?] [asking?] for authority [illegible] [illegible]

Sir:

I had the honor to acknowledge the receipt this day of your letter of date June 12th ult ordering an appointment of the improvements of the settlers in Hoopa Valley as [illegible] by an act of Congress approved March 3rd 1865 [entitled?] [on?] not to amend an [act?] entitled an act tp [illegible] for the letter organisation [organization] of Indian affairs in California and a separate [appraisment?] of such personal property of said settlers as may be necessary to purchase for the use of the Reservation in said Valley, also the accompanying letters [illegible] [illegible] [illegible] letters.

I had made arrangements to leave tomorrow morning with Hon Wm [Name] [member?] of the Committee on Indian Affairs on a [illegible] of inspection of the Reservation in the Southern part of the State, and [illegible] to make arrangements with the [illegible] [illegible] [illegible] at Hoopa Valley and discharge the duties [illegible] in [your?] letter, [illegible] I return again to this office

I desire for the good of the Reservation as well as justice to the settlers an early adjustment of [illegible] claims for their improvements

and such property as may be [wanted?] for use on the Reservation and shall as [illegible?] in your letter, endeavor to effect and adjustment at an early day. It was my purpose on my return from Tule River Farm Reservation which was on the 18th inst. [illegible?] made a report to your office of the condition of affairs in [my?] Superintendency but as the late Supt Wiley has not completed a [illegible?] of the property I have thought it adviable to defer my report until I shall have visited the different Reservation in company with the Hon Wm [William] Higby I would [illegible?] state in this connection that I found the condition of the Indians on the different Reservations generally [satisfactory?] they are [illegible?] [illegible?] and [will?] satisfied with their [illegible?] locations and the indications of the [illegible?] crops are such that I believe a sufficient amount of [grain?] and regretable will be [illegible?] [illegible?] the Indians [illegible?] and that may be placed on the Reservations during the present year.

Sir,

I have the honor to acknowledge receipt of letter from the Dept [bearing?] date of June 11th 1865, [enclosing?] two ranchers, issued by the late Supt Hanson to J.M. [Commack?] for cattle furnished the Indian Dept in California, [amo?] [amounting?] to $4580 and would say that the money has been received, and placed to my credit, and as soon as Mr [Commack?] produces the [triplicate?] vouchers I shall follow out the instructions contained in that letter.
