Department of the Interior Washington D. C. April 24 1865

Sir,

I return, herewith, the papers accompanying your report of the 22 [illegbile] concerning the improvements in the Hoopa Valley Reservation in California.

By the terms fo the act of the 3rd March 1865 the money it appropriates cannot be used until the improvements are appraised by the board of officers designated therein, and I do not think that the Department can properly commit itself to an approved of their appraisement in advance; but, if their appraisement shall appear to be reasonable and embrace within it the implements, and shall, in the aggregate, not exceed the appropriation. I do not perceive any reason why it should not be approved. The appraisement [illegible] returned of the personal effects appear to me to be too extravagant and unreasonable to be considered

I return, herewith, the contract between Austin Wiley, [illegible] Indian Affairs for California, and A. Norton, for furnishing flour to Indian in "Hoopa Valley" and for the reason stated by you, direct that said contract be cancelled.

Sir,

I return, herewith, the papers that accompanied your letter of the 19 ultimo (May 19), in relation to improvements on Hoopa Valley Reservation in California,

I concur with late secretary Usher, in the views confined in his letter to you of the 24th ultimo (May 24), in relation to the subject; and with one modification, you will carry out his instructions that is you will require a separate appraisement of the "Improvements," and "Implements." or personal effect to be made, and as the appreciation for said improvements is not applicable to the payment for personal property, the appreaisemtn of the [illegible] may be payable out of some other [illegible].

Department of the Interior Washington D. C. June 10 1865

Sir,

I have considered the claim if J. M. Cammack, for call to furnished the Indian Department in California in July and September 1862, which was the subject of your report of the 8th [illegible].

I am of the opinion that the claim should be allowed, in the sum of $4,500, and you are hereby directed to pay the amount, out of any appreciation applicable and not exhausted, for the year and for the purpose for an in which the debt was contracted. The paper are returned.
