In 1846 Kingston was incorporated as a city. There had from the beginning been considerable dissatisfaction with the original incorporation act. It had been felt that there were too few councilors, and there was no provision for proper assessment. After 1846 the council increased in size and the councilors were elected annually. The city limits were extended and the whole was divided into five wards: Cataraqui, Frontenac, Sydenham, Ontario and St. Lawrence. By the 1849 Baldwin Act, city limits were again increased and Rideau and Victoria wards were added. At that time the Council consisted of the mayor, fourteen aldermen and fourteen councilmen. In 1867 the Council was reduced to the mayor and twenty-one members, three from each ward, and all were called aldermen. The items to be described are two volumes of handwritten City Council minutes from 1886-1897. These minutes will be of particular value once transcribed as we have never received indices for 1880 to 1896. All other years are indexed making the information more findable.

Taxes. Referred to the Court of Revision.

From James Agnew Esquire, City Solicitor was read enclosing an amendment of the Municipal Act on the subject of Boulevards, their construction in the public streets &c.

On motion of Ald Carson seconded by Ald McIntyre. Ordered, That the proposed amendment of the Municipal Act now read be approved by this Council and that the same be sent to Mr. Harty who is hereby requested to take charge of the same in the House.

Ald McKelvey from the Committee on Finance and Accounts brought up a Report (Number 1162 Book G) which was read and adopted.

The Chairman from the Committee Board of Works brought up a Report (Number 1163 Book G) which was read and adopted.

The Chairman from the Committee Board on City Property brought up a Report (Number 1164 Book G) which was read and adopted.

The Chairman from the Committee on Printing brought up a Report (Number 1165 Book G) which was read and adopted.

Ald McKelvey moves seconded by Ald Hardy Whereas the population of the City of Kingston has since the last distribution of seats by the Provincial Legislature increased by 5137 persons and the population of the County of Frontenac has decreased and as a re-arrangement of seats is expected during the present session.

Resolved, That this Council respectfully memorialize His Honor the Lieutenant Governor and the Legislature of Ontario to replace the Township of Kingston in the riding of Frontenac, such change being the desire of the people of that Township as expressed by its Municipal Council and being also agreeable to the wishes of Citizens of Kingston said memorial be prepared by the Solicitor, sealed and signed by the Mayor and forwarded at once to our Member Mr. Harty for presentation.

In amendment Ald Gaskin moves seconded by Ald Mundell That after the words Township of Kingston the words and the Village of Portsmouth be inserted which being put was lost. The Committee of the Whole on By Law No 442 entitled "A By Law respecting the public markets". Ald Mundell in the Chair The Council resumed. The Committee rose, reported progress and asked leave to sit again. The Report was received.

On motion the Council adjourned.

On motion of Ald McIntyre seconded by Ald G W Robinson. Ordered, That the Mayor, Aldermen Gaskin and Skinner be a deputation to go to Ottawa to urge the immediate construction of a Drill Hall in Kingston.

From Bridget Allen and others by Ald Wright asking for a sewer on Balaclava Street. Referred to the Board of Works and the City Commissioner.

Ald McKelvey moves seconded by Ald McIntyre That Reports 1, 2, and 3 of the Finance Committee be received and adopted.

In amendment Ald. Hardy moves seconded by Ald Elliott That the Finance Committee report No 2 be amended by adding for Mr Newlands the sum of $30.00 which being put was carried and the reports were adopted as amended.

Ald McKelvey from the Committee on Finance and Accounts brought up a Report (Number 4) which was read.

On motion of Ald McKelvey seconded by Ald Gaskin Ordered, That the Report Number 4 of the Finance Committee be received adn that the report with accompanying statement be printed and a copy sent to each member of the Council.

The Chairman from the Board of Works brought up a Report (Number 1169 Book G) which was read and adopted.

The Chairman from the Water Works brought up a Report (Number 1170 Book G) which was read and adopted.

A Communication from William Lesslie Re suction pipe was read by the Chairman.

On motion of Ald McKelvey seconded by Ald Curtis Ordered, That the letter of Mr Lesslie just read to the Council be referred to the Water Works Committee to take into consideration the arguments therein contained and report at the next meeting of this Council the result of their deliberations.

On motion of Ald Meek seconded by Ald McKelvey That this Council cordially supports the appeal of the Board of Trade to the Ontario Legislature for such an appropriation of money was will permit of an exploration of the Mining territory between the Trent and Ottawa Rivers with the aid of the diamond drill.

That the mineral riches of this district are very great, but it is difficult to carry out the necessary explorations in order to develop them without the liberal aid of the province and this aid can be granted in terms which will permit of refunds from private property when it has been increased in value by such explorations.

That the services of representatives of the summer Mining Schools can be utilized in connection with the proposed experiments and hence it is urged that favourable action be taken upon the appeal of the Board of Trade.

Resolved, That a copy of this resolution be sent to Mr W Harty M.P.P. to be used by him in connection with any action that may be taken upon t he Mining bill.

In amendment 2nd Ald McIntyre moves seconded by Ald Carson That the report of the Committee on Fire, Water and Light be received and considered next Monday night clause by clause which being put was carried and the original motion and amendent thereto were lost.

On motion of Ald Curtis seconded by Ald Walkem Ordered, That the Board of Works be requested to consider the advisability of removing three trees from Clarence street near Wellington street and that the Committee have power to act.

On motion the meeting adjourned.
