The Secretary of Commerce and Labor.

Sir: -

Referring to Department letter of 14 Oct., '04, appointing Mr. Michael Ludescher as Second Assistant Keeper at Yaquina Head, Oreg., Light-Station, to date from 4 Oct., '04, with pay at the rate of $550 a year, the Board has the honor to ask that he be given a temporary appointment at the same rate of pay from 13 Sept., '04, to the date of his probationary appointment.

The Inspector of the 13th Light-House District, on receipt of the Board's letter transmitting the probationary appointment of Mr. Ludescher, informed this Office that it was necessary to place Mr. Ludescher on duty on 13 Sept., '04, without waiting for the recipt of his appointment. The Board has to-day written that Inspector telling him that it should have been reported at once when he found it necessary to place Mr. Ludescher on duty so that the appointment could have been made to take effect upon that date.

Sir:Referring to your letter of 26 Oct., '04, the Board states that it has to-day asked the Department for the temporary appointment of Mr. Michael Ludescher as Second Assistant Keeper at Yaquina Head, Oreg., Light-Station, from 13 Sept., '04 to the date of his probationary appointment. The Board requests that hereafter, whenever a recommendation is made for the appointment of a Keeper and no date is fixed, if it becomes necessary to put him on duty before the receipt of his appointment, you at once inform this Office of the date on which he entered on duty that it may be reported to the Department. Referring to your letter on 26 Oct., '04, the Board incloses herewith Department letter of 13 Sept., '04, appointies Mr. Michael Ludescher as Second Assistant Keeper at Yaquina Head, Oreg., Light-Station, from 13 Sept., '04, to 8 Oct., '04, with pay at the rate of $550.00 a year. This appointment will cover the time that Mr. Ludescher was employed prior to his probationary appointment.

Sir: The Board at its session on 1 May, '05, considered your letter of 22 April, '05, recommending an increase from $4,000 to $5,000 of the proposed appropriation for the construction of a keeper's dwelling at Yaquina Head, Oregon, Light Station, when it was decided to be inadvisable to increase the amount already asked for in previous annual reports. It was further decided that the plans for this work ought to be so scaled down as to make the amount required $4,000, as previously recommended. The Board authorizes you to do change the plans for this dwelling as to make its cost $4,000, or less. Respectfully, ??? Captain, U. S. N., Naval Secretary.

The Engineer, 13th Light-House District, Portland, Oreg.

Sir: As recommended in your letter of 6 September, 1905, the Board authorizes you to make the repairs at the Yaquina Head Light-Station, Oregon, at an estimated cost of $455.00, the work to be done under your direction, by persons in your employ and by the purchase of the necessary materials in accordance with existing regulations. The above-named work is to paid for from funds heretofore allotted you from the appropriation, Repairs & Incidental Expenses of Lighthouses, 1906. Respectfully,
