A meeting of the Council of the Corporation of the City of Kingston was held this day. Present

The Clerk read the minutes of the last meeting
A Communication from Lt Col Macpherson was read stating his regiment will visit Kingston to Celebrate the Queens Birth day
On motion of Ald. McIntyre seconded by Ald. Hobart
Ordered, That the subject of Lt Col. Macpherson's Communication be referred to the Committee compised of the Mayor Ald. Gldersleeve Harty, Drennan, Smith, McGuire, & Muckleston and moved to report at the next meeting of the Council in conjunction with the Celebration of her Majesty's Jubilee
A Communication from Lt. Col. Villiers was read asking the Council if they are again willing to Contribute towards the expenses same as last two years
On motion of Ald. Gildersleeve seconded by Ald. Smith
Ordered, That the Finance Committee be requested to provide grant for the holding of the Volunteer Camp this year on the same conditions and for same amount as granted for the past two years
A Communication from S. S. Phippen Secretary Board of School Trustees - Re action as to distribution of the sum of $3,500 granted to build an addition to Louise School
A Communication from W.L. Gordon Secretary L. B. H. was read enclosing resolutions in reference to deposit of Rubbish - Referred to the Committee on Streets
Petitions respecting Taxes were submitted and referred to the Court of Revision
Ald. Hiscock brought up the petition of William Robinson asking to rent a piece of ground on King street fronting Pavilion referred to the Committee on City Property.
Ald. Smith brought up the petition of Sophia Carson asking for a grant of money for the keeping of an infant. Referred to Committee on Finance and accounts
Ald. Shannon brought up the petition of Thomas Mills and others praying for a drain on Gordon street between Union and Henchman street - Referred to the Committee on Streets
Ald. Hiscock brought up the petition of Robert Carson and six others Rate payers Victoria Ward asking for a fire alarm box near the corner of Gordon and Union streets

of Queens University was read requesting Council to attend to be held at Convocation Hall on Thursday next
On motion of Ald. Muckleston seconded by Ald. Shannon
Ordered, That the Mayor and City Council attend meeting at Queens College on Thursday evening April 21st
Ald. McIntyre from the Committee on Finance and accounts brought up a Report (Number 452 Book E.) which was read and adopted
Ald. McIntyre from the Committee On Finance and accounts brought up a second Report (Number 453 Book E.) which was read and adopted
The Chairman from the Committee On Streets and Improvements brought up a Report (Number 454 Book E.) which was read
Ald. Thompson moves seconded by Ald. Drennan
That the report of the Committee on Streets & Improvements be received and adopted

That the Tenders of Mr. Hutton and of Mr. Asselstine be accepted being the lowest - which being put was [underline]lost[/underline] and the original Motion was [underline]carried[/underline]
The Chairman from the Committee on Fire, Water and Gas brought up a Report (455 Number Book E.) which was read and adopted

The Chairman from the Committee on City Property brought up a Report (Number 457 Book E.) which was received and adopted.
The Chairman from the Select Commitee on The Queens Jubilee brought up a Report (Number 458 Book E.) which was read
On motion of Ald. Shannon seconded by Ald. Harty
Ordered, That the report of the Special Committee appointed to draw up an address to Her Majesty the Queen be received and adopted; and that the address accompanying such report be engrossed and illuminated on Vellum; and that the Clerk be authorised to have the engrossment done and to forward the address to the proper authorities to be presented to Her Majesty.

Ordered, That this Council go into Committee of the whole on the 3rd reading of the By Law respecting the Municipal Assessment of the City of Kingston

Ald. Gildersleeve introduced a By Law to amend section 346 of "The Consolidated By Laws of the City of Kingston" which was read a first time
On motion of Ald. McIntyre seconded by Ald. Gildersleeve
Ordered, That Aldermen Harty, Gildersleeve Muckleston, McGuire and the mover be a Committee to consider the feasibility of erecting a dry dock & Esplanade by convict labor and to report from time to time thereupon and with power to delegate such members of said Committee as may be deemed necessary to interview the Government in regard to this subject
Ald. Smith introduced a By Law to provide for the weighing of Coal which was read a first time

Ordered, That the Finance Committee be requested to provide the sum of Ten thousand dollars to be placed to the Credit of the Committee on Streets and Improvements for general purposes
The Chairman from the Committee on City Property brought up a Report (Number 460 Book E.) which was read and adopted as amended
The Chairman from the Committee on Fire, Water and Gas brought up a report (Number 461 Book E.) which was read and adopted
The Chairman from the Select Committe on the letter of Lt. Col. Macpherson relative to proposed visit of Fort Guards brought up a Report (Number 462 Book E.) which was read

Ordered, That the Report be amended and that the Finance Committee be requested to provide two hundred dollars for a Luncheon on the Queens Birth day for the Governor Generals Fort Guards and the fourteenth Princess of Wales own Regiment

A Communication from James Agnew City Solicitor was read respecting Act to extend operation of land title act

A petition from Charles Murray Taxes was referred to the Court of Revision
Ald. Thompson brought up sundry petitions respecting Street Watering in the City
Ald. Smith brought up the petition of William J. Jones asking permission to erect a veneered shed on his premises Princess street - Referred to the Committee on Fire Water and Gas
Ald. C. Robinson brought up the petition of John Waddell asking the Council to remit frontage on houses in consideration of the distance he has to Construct drain - Referred to the Committee on Streets
Ald. Smith brought up the petition of Holder Brothers asking they may be granted a Billiard Table License for the remaining portion of the year
On motion of Ald. Smith seconded by Ald. Muckleston
Ordered, That the petition of Holder Brothers be referred to the License Committee with power to act
Ald. McIntyre brought up the petition of the Council of the Board of Trade asking the Council to take early action as will assist in bringing about the building of the now proposed extension of the N. T. & Q R.R. from Yarker to Kingston
On motion of Ald. McIntyre seconded by Ald. Thompson
Ordered, That His Worship the Mayor, Aldn Harty, Muckleston, Shannon, Smith and the mover and seconder be a Committee to Consider the subject of the petition of the Board of Trade and to interview the Directors of the N. T. and Q. Ry and report to this Council
A Communication from the Right Reverend James Vincent Cleary Bishop of Kingston was read granting the Catholic division of that burial ground to the City Council for its Conversion into a Peoples Park
On motion of Ald. McIntyre seconded by Ald. Smith
Ordered, That the thanks of this Council be tendered to His Lordship the Bishop of Kingston for his Communication in regard to the Cemetery on Ordnance street intimating His Lordships willingness to Convey the same to this Council for the uses therein mentioned
The Report of the Auditors for the year 1886 was read and referred to the Finance Committee
