In 1846 Kingston was incorporated as a city. There had from the beginning been considerable dissatisfaction with the original incorporation act. It had been felt that there were too few councilors, and there was no provision for proper assessment. After 1846 the council increased in size and the councilors were elected annually. The city limits were extended and the whole was divided into five wards: Cataraqui, Frontenac, Sydenham, Ontario and St. Lawrence. By the 1849 Baldwin Act, city limits were again increased and Rideau and Victoria wards were added. At that time the Council consisted of the mayor, fourteen aldermen and fourteen councilmen. In 1867 the Council was reduced to the mayor and twenty-one members, three from each ward, and all were called aldermen. The items to be described are two volumes of handwritten City Council minutes from 1886-1897. These minutes will be of particular value once transcribed as we have never received indices for 1880 to 1896. All other years are indexed making the information more findable.

A Communication from James Agnew City Solicitor was read - Re Harbor line - Referred to the Committee on Wharves

A Communication of Mr. Thomas Mills Secy Board of Trade was read - Complaining of extension of dock below the Bridge. Referred to the Committee on Wharves

A Communicatiion from the Rev. J. K. McMorine was read Re funeral expenses of the late Miss Mayne. there was no action taken thereon.

A Communication from Martha Fanston respecting Taxes was read and referred to the Court of Revision

A Communication from Mr. B. W. Robertson Secy Board of Trustees of the Collegiate Institute was read asking for $650.00 to pay Teachers Salaries for the present year. Referred to the Committee on Finance and accounts

A Communication from Professor Fife Fowler M. D. was read asking for use of City Hall for examinations of Medical Council

On motion of Ald. Harty seconded by Ald. Thompson

Ordered, That the use of the City Hall be granted for the medical examinations on same conditions as last year

Ald. McIntyre brought up the petition of H. B. Moore Re Division Wall - Referred to Committee on City Property

Ald. Hiscock brought up the petition of M. A. Masse asking to be allowed to run the Roller Skating Rink without paying a License therefon - Referred to the Committee on Licenses

Ald. Thompson brought up the petition of Mrs John Powers and two others asking for a drain on Montreal street - Referred to the Committee on Streets

Ald. C. Robinson brought up the petition of Elizabeth Bruce praying to be relieved from the payment of water tax - Referred to the Committee on Fire Water and Gas

Ald. McIntyre brought up the petition of John McKee for praying reasonable Compensation may be granted to him by the City for injuries sustained by him owing to alleged defective side walk. Referred to the Committee on Streets

Ald. McIntyre from the Committee on Finance and accounts brought up a Report (Number 445 Book E.) which was read and adopted

The Chairman from the Committee on Streets and Improvements brought up a Report (Number 446 Book E.) which was received and adopted

On motion of Ald. Thompson seconded by Ald. Redden

Ordered, That the names of Aldermen McIntyre, Wm Robinson and Drennan be added to the Committee on Licenses

On motion of Ald. Shannon seconded by Ald. Gildersleeve

Ordered, That Ald. Muckleston and Ald. McIntyre be a Committee to interview the Premier and the Ministry of Militia upon the claims of the City of Kingston to the establishment of the proposed Cavalry School within the limits of this City

On motion of Ald. McIntyre seconded by Ald. Hobart

Odred, That Alderman Harty be appointed Director of the Kingston and Pembroke Railway Company from this Council and that he in Cooperation with the City Solicitor be empowered to take such action as shall be necessary to ensure the recognition of the City's rights to a Director in case the same be attempted to be ignored by the Company.

On motion of Ald. Shannon seconded by Ald. Thompson

Ordered, That the Court of Revision to hear Complaints with respect to and in Connection with the proposed assessments respectively for the Cost, so payable, of the Construction of the local improvement sewers in Alfred, Colborne and Earl streets and of any other work constructed, under construction or to be constructed under the Local improvement clauses of the Act respecting Municipal Institutions and Amending Acts shall be the new Court of Revision of this municipality and be similarly Constituted with the duties and powers as provided by law in that behalf.

On motion of Ald. Shannon seconded by Ald. Robinson

Ordered, That an address be sent to Her Majesty The Queen Congratulating her upon the attainment of the fiftieth

Ordered That the Mayor, Aldermen Gildersleeve McIntyre, Rees, Wilmot with the mover and seconder be a Committee to Confer with the Committees appointed by County Council and Kingston Board of Trade respecting the removal of Toll Gates from this County

On motion of Ald. Gildersleeve seconded by Ald. Thompson

Ordered, That the Mayor Aldermen Harty, Gildersleeve McIntyre and Ex Mayor Whiting be a Special Committee to proceed to Toronto in respect of the legislature for Consolidating the City debt.

The Chairman from the Committee on Licenses brought up a Report (Number 450 Book E.) which was read and adopted

The Chairman from the Committee on Wharves and Harbor brought up a Report (Number 451 Book E. which was read and adopted

Ald. McGuire introduced a By Law authorising His Worship The Mayor and the City Treasurer to borrow a sum not exceeding $76,000 in anticipation of the taxes for 1887, which was read a first time

The 30th Rule was suspended and the Council went into Committee

The Committee rose and the Chairman repor cx ted the second reading of the By Law clause by clause - The Report was received

The 30th Rule was again suspended and the By Law was read a third time and passed

On motion of Ald. McIntyre seconded by Ald. Drennan

Ordered, That the Council go into Committee of the whole on the By Law respecting the Assessment of the City
