In 1846 Kingston was incorporated as a city. There had from the beginning been considerable dissatisfaction with the original incorporation act. It had been felt that there were too few councilors, and there was no provision for proper assessment. After 1846 the council increased in size and the councilors were elected annually. The city limits were extended and the whole was divided into five wards: Cataraqui, Frontenac, Sydenham, Ontario and St. Lawrence. By the 1849 Baldwin Act, city limits were again increased and Rideau and Victoria wards were added. At that time the Council consisted of the mayor, fourteen aldermen and fourteen councilmen. In 1867 the Council was reduced to the mayor and twenty-one members, three from each ward, and all were called aldermen. The items to be described are two volumes of handwritten City Council minutes from 1886-1897. These minutes will be of particular value once transcribed as we have never received indices for 1880 to 1896. All other years are indexed making the information more findable.

That the report of the Committee on Fire Water and Gas be adopted

Ald. Robinson moves seconded by Ald. Little

That that portion of the report referring to the purchase of a Chemical Engine be struck out. In amendment 2nd Ald Gardiner moves seconded by Ald Clements That that portion of the report of the Committee on Fire, Water and Gas relative to the lighting of the public streets by electricity be deferred for the present - which being put was lost as was also the 1st amendment and the original motion was [underline]carried[/underline]

Ald. Redden introduced A By Law relative to the City of Kingston Gas Light Company which was read a first time

The 30th Rule was suspended and the Council went into Committee of the whole on the second reading

The Committee rose and the Chairman reported the second reading of the By Law clause by clause - The Report was received

Ald. Carson gives notice that he will introduce a By Law to empower the Corporation to enter into a Contract with the Electric Light Company.

On motion of Ald. Harty seconded by Ald. J. Wilson

Ordered, That the sum of $20.00 in the Budget for the Council reporters - Messrs Elliott and Macdonald be placed to their Credit

Ald. Hiscock brought up the petition of J. P. Treneer asking permission to do the work of emptying Privy pits & Cesspools according to the provisions of the By Law - Referred to the City Commissioners

Ald. Carson brought up the petition of I. T. A. [Landeryon?] Complaining of obstruction - Referred to the Committee on Streets

Ald. Carson from the Committee on Finance and accounts brought up two Reports - Nos 436 & 437 Book E.) which were read and adopted

The Chairman from the Committee on Streets &c brought up a Report (Number 438 Book E.) which was read and adopted.

That the terms, provisions and conditions contained in the proposed agreements between the Kingston Electric Light Company (Limited) and the Corporation of the City of Kingston copies of which said agreements are hereunto annexed marked A. and B. respectively, are hereby adopted and agreed to and the Mayor is hereby authorised to enter into and execute the said agreements on behalf of the said Corporation of the City of Kingston

That whilst approving the adoption of the Electric Light for street lighting purposes this Council is of the opinion that in view of an expected early acquisition of the Water Works Cos. plant which will render the use of the Electric Light more economical by the City procuring their own electric Light Plant and running the same in connection with the Water Works plant this Council is of opinion that the agreement with the Electric Light Co. should be postponed for the present which being put was [underline]lost[/underline]

The Clerk read the minutes of the two last meetings

On motion of Ald. Gildersleeve seconded by Ald. McIntyre

Whereas the Government of the Province of Ontario has set apart a valuable site in the Queens Park, Toronto for Victoria College, and proposes to establish also at the public cost a new University Professonate or to greatly extend the School of Science in Toronto, and

Whereas in the above and other ways, private and denominational effort in the work of Higher Education is acknowledged, and by the Continuation of public and private liberality to further a desirable common end, voluntary contributions for colleges situated in Toronto are stimulated, and

Whereas it is only just that this policy should be extended to Eastern Ontario, in whose centre a fully equipped University has been established through the liberality of the people continued for nearly fifty years, and

Whereas any Legislative measure dealing with University Education should be a Comprehensive one; and

Whereas it would be injurious to the best interests of the Province if all the means of obtaining a practical Scientific Education were Centralized in Toronto, as well as opposed to the spirit of our institutions and particularly of our Educational System; and

Whereas this section of the Province requires for the development of its mining, manufacturing, mechanical, agricultural, shipping chemical and other interests the establishment of a School of Practical Science; and

Whereas such schools can be carried on most efficiently in a University City, because instructioin can be obtained in such fundamental subjects as Mathematicks, Astronomy, Physics, Chemistry Natural History, without direct Cost to the Government, and at great saving of time and expense to the young men who desire to obtain that thorough Scientific training by which the Country as a whole is benefitted, as may be seen proved by the comparatively small cost of the Toronto School of Science in the past, because of its contiguity to University College -

Therefore Resolved

1. That this Council respectfully memorialize the Government of the Provice of Ontario to take steps to establish in Kingston, in connection with and as part of its Educational policy, an Institution in which instruction shall be given in mining and metallurgy
