In 1846 Kingston was incorporated as a city. There had from the beginning been considerable dissatisfaction with the original incorporation act. It had been felt that there were too few councilors, and there was no provision for proper assessment. After 1846 the council increased in size and the councilors were elected annually. The city limits were extended and the whole was divided into five wards: Cataraqui, Frontenac, Sydenham, Ontario and St. Lawrence. By the 1849 Baldwin Act, city limits were again increased and Rideau and Victoria wards were added. At that time the Council consisted of the mayor, fourteen aldermen and fourteen councilmen. In 1867 the Council was reduced to the mayor and twenty-one members, three from each ward, and all were called aldermen. The items to be described are two volumes of handwritten City Council minutes from 1886-1897. These minutes will be of particular value once transcribed as we have never received indices for 1880 to 1896. All other years are indexed making the information more findable.

II. That this Council appoint His Worship the Mayor Aldermen McIntyre and Gildersleeve a deputation to wait upon the Government to press the above on its immediate consideration

That this Council, being convinced that a school of practical Science would be of incalculable value in stimulating all the industries of Eastern Ontario, and more particularly of value to the intelligent young men of this section of the Province, respectfully invites the adjacent Municipalities and County Councils to unite with it in such ways as may seem best to them respectively in pressing the matter on the Government which being put was [underline]carried[/underline]

A Circular from James T. Bell Esquire, County Clerk of the County of Hastings was read - Re Lunatics Confined in Gaols - Referred to the Finance Committee

A Communication from William S. Gordon City Commissioner was read relative to the removal of snow

On motion of Ald. Thompson seconded by Ald. Robinson

Ordered, That the City Commissioners do have the snow and ice removed from the side walks opposite the property of non residents when necesary at the expense of the owners and to charge such expense as a special assessment against the respective properties as provided in section 610 of The Consolidated By Laws of the City of Kingston

A Communication from Francis Somerville was read asking renumeration for injuries inflicted on his Wife owing to alleged defective walk - Referred to the Committee on Streets

Communications Kingston and Pembrock R.R. Co. and James Morse respecting Taxes were read and the latter referred to the Court of revision and the former to the Finance Committee.

Ald. Redden brought up the petition of William Follest - Re Sweeping Chimneys. - no action taken

Ald. J. Wilson brought up the petition of Joshua Spooner for Salvation Army asking for a refund of the Rent of The Ontario Hall

On motion of Ald. J. Wilson seconded by Ald. Redden

Ordered, That the petition of the Salvation Army be and is hereby referred to the Finance Committee with power to act

Ald. Clements from the Committee on Finance and accounts brought up a Report (Number 439, Book E.) which was read and adopted

The Chairman from the Committee on Streets and Improvements brought up a Report (Number 440, Book E.) which was read and adopted

the expenditure for the year 1886.

On motion of Ald. Thompson seconded by Ald. Robinson

Ordered, that lots No. 763 & 770 to extend Brock street to Nelson street be procured by the City for that purpose at a cost of not more than recommended by the Committee on Streets in their report of November 19 1886 viz: Six hundred and fifty dollars $650.00.

The Chairman from the Committee on Fire Water and Gas brought up a Report (Number 441 Book E.) which was read and adopted

A Report from Henry Goulden was here read submitting his annual report of the Condition of the apparatus of the Fire Department under his charge

The Chairman from the Committee on Licenses brought up a Report (Number 442 Book E.) which was read and adopted

On motion of Ald. McIntyre seconded by Ald. Gildersleeve

Resolved, that this Council desires to place on record its hearty appreciation of the vigor, courtesy and businesslike Capacity manifested by His Worship Mayor Whiting in the discharge of the multafarious duties connected with his office during the past year.

Ald. Thompson introduced A By Law to grant authority to the Kingston Electric Light Co. (Limited), to construct, maintain complete and operate works for the production, sale and distribution of Electricity for purposes of light, heat and power in the City of Kingston and to conduct the same by means of poles and wires, or by other safe means through and along the public streets and squares of the City of Kingston - which was read a first time

Ald. Thompson moved for the suspension of the 30th Rule which was carried Yeas 14 Nays 2 and the Council went into Committee of the whole on the second reading

The Council resumed

The Committee rose and the Chairman repeated the second reading of the By Law clause by clause as amended

On motion of Alderman Thompson seconded by Ald. Eilbeck

Ordered, That the report of the Committee be received as amended and adopted and the Mayor be instructed to sign the agreement mentioned in the City By Law as Exhibit "A" on behalf of the Cty - Yeas 12 nays 3.

The 30th Rule was again suspended and the By Law was read a third time and passed

On motion the Council adjourned

The Mayor then addressed the Council

A Communication from Joseph E. Clark was read applying for the position of Auditor of the City

The Mayor nominated Adam McArthur as his Auditor

On motion of Ald. Harty seconded by Ald. Thompson

Ordered, That Joseph E. Clark be the Councils Auditor for 1887 and that the nomination of Adam McArthur as auditor for the Mayor be Confirmed by the Council

On motion of Ald. Gildersleeve seconded by Ald. Harty

Ordered, That the sum of One thousand dollars be placed to the Credit of the Committee on Streets for general expenses

Ald. Gildersleeve moves seconded by Ald. Harty

That Messrs. McIntyre, Shannon, Hobart, Wilson Thompson, Harty and the mover be a committee to strike the standing Committees for the year and that the Council stand adjourned for fifteen minutes to receive their report

A Communication from George A. Kirkpatrick Esquire Secretary Board of Trustees Collegiate Institute was read stating the Hon. Dr. Sullivan and Dr. L. Clements are the retiring members of the Board.

That Robert J. Gardiner Esquire and Dr. Chamberlin A. Irwin be the Trustees on the Board of The Collegiate Institute on behalf of the Council in place of the retiring members

Ordered, That this Council believes a Cavalry School should be established in Kingston, and that with this object in view a memorial be sent to the Minister of Militia and Defence expressed in the Terms of the annexed paper

On motion of Ald. Gildersleeve seconded by Ald. McIntyre

Ordered, That Ald. Harty be added to the Deputation to wait on the Ontario Government in respect of the establishment of the School of Practial Science at Kingston

A Communication from Robert W. Irvine Clerk Deseronto was read stating Resolutions were unanimously adopted by their Council Re School Practical Science.

Ald. Thompson brought of the petition of the Printers Union asking for reduction of account for rent of Hall on the occasion of Ball

On motion of Ald. Thompson seconded by Ald. Shannon

Ordered, That the prayer of the petition of the Printers Union be granted, they paying for gas and Caretakers services

Ald. Smith brought up the petition of J. H. Harper respecting Taxes - referred to the Court of Revision

Ald. Harty from the Committee on Finance brought up a Report (Number [strikeout]3[/strikeout] 444 Book E.) which was read and adopted

Ald. McIntyre introduced a By Law respecting the Municipal Assessment of the City of Kingston which was read a first time

The Mayor laid before the Council the Annual Reports of the City of Montreal presented by that City to the City of Kingston

The Clerk was instructed to acknowledge same with thanks

On motion the Council adjourned
