Ordered, That the Report of the Committee on Streets and Improvements be received and adopted except that part of the report referring to Young street which stands for the present.
A Report from William Irving Esquire City Engineer was read Re Construction of Drain on Earl street under the local improvements act
Ald. Thompson introduced a By Law to authorise the Construction of a Common sewer in parts of Earl street in the City of Kingston as a local work and improvement under the provisions in that behalf of the Consolidated Municipal Act of 1883 and amendments - which was read a first time
The 30th Rule was suspended and the Council went into Committee of the whole on the second reading

The Committee rose, and the Chairman reported the second reading of the By Law clause by clause

The 30th Rule was again suspended and the By Law was read a third time and passed
The Council went into Committee of the whole on the second reading of the By Law to raise by way of loan the sum of $4000 for the public school purpose therein mentioned

Ordered, That in view of the important duties which will devolve in the Court of Revision during the present year it would best serve the public interest that an Alderman of experience be chosen for the position
Ald. McIntyre introduced a By Law to provide a Reward for the pursuit and apprehension of horse thieves which was read a first time.

Ordered, that the Committee on Finance be requested to provide funds for the purchase of a Chemical Engine and as such funds being provided, that the Committee on Fire, Water and Gas be authorized to negotiate the purchase of such Engine with the least practicable delay reporting the same to the Council
