Ald Hobart in the Chair The Council resumed The Committee rose and the Chairman reported the second reading of the By Law clause by clause. The Report was received. The 30th Rule of Council was again suspended and the By Law was read a third time and passed
On motion of Ald. McIntyre seconded by Ald. O'Brien. Ordered, That the By Law for the appointment of a Director of the Kingston and Pembroke Railway be signed and sealed
The By Law was signed and sealed accordingly

A Communication from the Department of Militia and Defence was read stating the Artillery Park has been transferred to the Department of the Interior where Communications can be sent. Communication to be sent to Secretary Public School Board
A Communication from Miss A. G. Conlan was read calling attention to certain repairs required on William street. Referred to the Committee on Streets.
A Communication from Mrs M. A. Henderson was read asking for removal of two cotton trees corner of Johnson and Wellington streets. Referred to the Committee on Streets.
Petitions from Thomas Moore, Edward Suddard and Wm. Gallagher respecting Taxes were submitted and

A Statement from the office of the Provincial Secretary was read showing the fees imposed by Statute upon Licenses to be issued in 1886. 1887. - Referred to the Committee on Licenses
A Communication from Mr A P Knight acting Secretary Collegiate Institute was read asking for a sum to pay salaries - Referred to the Committee on Finance &c
A Communication from William H. Sullivan Esquire was read asking for the interest charged on the Separate School Taxes paid each year after the 1st Oct. Referred to the Finance Committee.
A Communication from Wm. S Gordon City Comr was read enclosing one from W. A Asher Re Transient Traders License

Ordered, That the City Commissioner be instructed to proceed forthwith and enact the full auctioneers and transient traders license fee from the party Asher

Aldn Wilson brought up the petition of Patrick Clark in reference to Hall Rent. Referenced to the Committee on City Property.
Ald. Little brought up the petition of Andrew Rankin respecting drain - Referred to the Committee on Streets &c
Ald. O'Brien and Harty brought up the petitions of Patrick Killeen Jr. and John O'Donnell respecting Taxes Referred to the Court of Revision
Ald. Clemants from the Committee on Finance and Accounts brought up a Report (Number 404 Book E) which was read and adopted. The Report of the Auditors was read
On motion of Ald. Thompson seconded by Ald. Harty
Ordered, That the City Clerk be instructed to write to the Chairman of the Public School Board calling attention to that [strikethrough] part [/strikethrough] portion of the Auditors Report with reference to payment of fees by non-resident pupils and which have not been paid owed
On motion of Ald. Thompson seconded by Ald. Eilbeck
Ordered, That the Auditors report be printed in the usual way and distribute to the Tax payers.
The Resignation of Ald. Cornelius Bermingham was read.
On motion of Ald. McIntyre seconded by Ald. Hobart
Ordered, that the resignation of Ald. Bermingham be accepted and that His Worship the Mayor be requested to take the necessary proceedings to have the vacancy filled; this Council do desire to record its regret that a gentleman of the undoubted capacity of Ald.

Ald. Bermingham should have found it desirable in his personal interest to remove from our City, thus severing his Connection with this Corporation
Ald. Harty moves seconded by Ald. Thompson
That Ald James Redden be appointed a Member of the Finance Committee in place of Ald Bermingham resigned
In Amendment Ald. McIntyre moves seconded by Ald. Little That the vacancy in the Finance Committee caused by the retirement of Ald. Bermingham be not filled until his succesor in the Council shall have been elected which being put was [underline]lost[/underline]. Yeas 2 Nays 14. and the original motion being put was [underline]carried[/underline]
On motion of Ald. Eilbeck seconded by Ald. Carson Ordered, that Ald. William Wilson take the place of Ald. Bermingham on the Committe on Fire Water & Gas
Ald. Carson moves seconded by Ald. Shannon That the City Engineer And Ald. Eilbeck be a deputation to visit Toronto or Ottawa to ascertain as to whether the lighting the City by Electricity is the best and Most satisfactory way of lighting a City as the Committe has asked for Tenders for lighting the City by Electricty which being put was lost Yeas 3. Nays 13.
Ald. Thompson introduced a By Law respecting the election of an Alderman for Ontario Ward in the City of Kingston in place of Alderman Bermingham resigned, which was read a first time.
The 30th Rule was suspended and the Council went into Committee of the whole on the second reading. Ald. Hobart in the Chair The Council resumed The Committee rose, and the Chairman repeated the second reading of the By Law in Committee. The report was received

Ald. Dunn introduced A By Law to allow the erection of Wooden Buildings veneered with Brick in certain localities within the Fire Limits of the City of Kingston, and to amend "The Consolidated By Laws of the City of Kingston" in this respect which was read a first time. On motion of Ald. Dunn seconded by Ald Shannon
Ordered, That the By Law be printed and distributed for next Meeting of the Council

Hobart Ordered, That the Servants of the Corporation of the City of Kingston be instructed not to interfere with the Montreal Transportation Company in the use of the portion of the street mentioned in their Communication North of the Telegraph Poles and that the Company give a Bond to the Corporation indemnifying it against damage resulting from such use Yeas 19 Nays 1
