in the interests of the City in giving those instructions also desire the City Commissioners to be as lenient as possible in the enforcement of the By Law and not rigidly enforce the same unless in cases of damage to the Citizens or serious inconvenience to traffic - those using streets to give Bonds indemnifying the City against loss by damage or accident - yeas 16, Nays 4.
Ald. Thompson brought up the petition of Edward Danson Re frontage - Referred to the Committee on Streets
Ald. Harty from the Committee on Finance and accounts brought up a Report (Number 405 Book E) which was read and adopted
The Chairman from the Committee on City Property brought up a Report (number 406 Book E) which was read
On motion of Ald. Wilson seconded by Ald. Dunn
Ordered, That the report of the Committee on City Property be received as to the yearly estimate and as to the other items be received and adopted.
The Chairman from the Committee on the Market brought up a Report - Re Estimates for year which was read and received.
The Council went into Committee of the Whole on the second reading of the By Law to encourage the planting of trees in the streets of the City of Kingston

The 30th Rule was suspended and the By Law was read a third time and passed
Ald. Thompson introduced a By Law to make provision for the watering of the streets within Certain areas in the City of Kingston and to define these areas for the year 1886, which was read a first time.
The 30th Rule was suspended and the Council went into Comittee of the whole on the second reading

A Communication from Lt. Col. Villiers was read in reference to location of Camp - Referred to the Committee on Finance .
A Communication from John M. Machan Esq. Barrister, Re obstruction of Certain streets, was read and referred
Ald. Eilbeck moves seconded by Ald. Carson
That the Mayor issue instructions to the City Commissioner to have all obstructions removed off the streets forthwith in accordance with the By Law and have the City Solicitors advice in the matter

A Communication from Wm Irving City Engineer was read. on state of Engine House

A Communication from the City Engineer was read in reference to frontage - Referred to the Committee on Streets.
Ald. Redden brought up the petition of William Strange asking permission to erect a Certain Kind of house in rear of dwellings Queen street - Referred to the Committee on Streets
Ald. Little brought up the petition of Messrs Waggoner and others asking the Council to water certain streets - Referred to the Committee on Streets
Ald. Carson introduced a By Law to appoint certain officers of the Fire Department and also a Chimney [?] and fire Inspectors for the City of Kingston which was read a first time.

The Council went into Committee of the whole on the second reading of the By Law to allow the erection of Wooden Buildings veneered with Brick in Certain localities within the Fire limits of the City of Kingston and to amend the Consolidated By Laws of the City of Kingston in this respect

On motion of Ald. Harty seconded by Ald. McIntyre
Ordered, That this Council expresses its approval of the Bill amending the Charter of the Napanee, Tamworth and Quebec Railway now before the House of Commons and urge upon Parliament the propriety and expediency of amending the Charter as proposed so as to permit the building of a branch from near Yarker to the City of Kingston and that the Clerk be instructed to send a Copy of this resolution to Mr Alex Gunn as the Citys representative in Parliament.

Ordered, that this Council tenders its thanks to Mr E. W. Bailey Emigration Commissioner for the Province of Manitoba for his attention and kindness in affording them the opportunity of examining the products of Manitoba and the North West on Exhibition in the special Cars of the C.R.R. and for the information furnished them both by Mr Bailey and the Representative of the Farmers Union of Manitoba in charge of the Exhibit, and expresses its surprise at the wonderful richness and variety of the Agricultural products of these lands and recommends to those seeking homes in the West - Manitoba and the North West - as offering greater advantages in agriculture and stock raising than the Western states or Territories.

Ordered, That the City Engineer be instructed to remove the two trees on the line of Bagot street now being opened under the advice of the City Solicitor.
On motion of Ald. McIntyre, seconded by Ald. Robinson
Ordered, That the City Engineer be instructed to report to this Council at its next meeting what sums have been paid during the years 1884 1885 & 1886 by the City for the repairs and maintenance of the Street Railway track and whether any such sums have been repaid to the City and if so when

Ordered, that the City Solicitor be requested to notify the street Railway Company, that their agreement with the City must be carried out as to the maintenance of the track
Ald. Eilbeck introduced a By Law respecting forstalling which was read a first time

The Mayor stated the meeting was Called to Consider Resolution passed by Council on the 10th instant Re Napanee Tamworth and Quebec Railway.
Messrs. A. C. Carter and Benjamin W. Folger were heard in the matter
On motion of Ald. McIntyre seconded by Ald. Robinson
Resolved, that this Council expresses its approval of the Bill Amending the Charter of the Napanee Tamworth

Tamworth and Quebec Railway now before the House of Commons and urge upon Parliament the propriety and expediency, of Amending the Charter as proposed so as to permit the building of a branch from near Yarker to the City of Kingston provided that branch be bona fide commenced within one year and finished bona fide within [strikeout]two[/strikeout] three years and that the City of Kingston be made the terminus of the proposed branch from at or near Yarker provided also that portion be expunged in the first clause namely the words "at or between the terminal points of the said railway to any point in Canada" and the words "with [strikeout]every[/strikeout] any existing line of railway or navigable water" and - and that the Clerk be instructed to send a Copy of this resolution to Mr Gunn as the Citys representative in Parliament

That, as there has been no intention on the part of the Council to reflect adversely on the Conduct of Alderman J. D. Thompson as Chairman of the Committee on Streets or otherwise but as on the Contrary this Council strongly appreciate his able and upright conduct both in Committee and in Council
