In 1846 Kingston was incorporated as a city. There had from the beginning been considerable dissatisfaction with the original incorporation act. It had been felt that there were too few councilors, and there was no provision for proper assessment. After 1846 the council increased in size and the councilors were elected annually. The city limits were extended and the whole was divided into five wards: Cataraqui, Frontenac, Sydenham, Ontario and St. Lawrence. By the 1849 Baldwin Act, city limits were again increased and Rideau and Victoria wards were added. At that time the Council consisted of the mayor, fourteen aldermen and fourteen councilmen. In 1867 the Council was reduced to the mayor and twenty-one members, three from each ward, and all were called aldermen. The items to be described are two volumes of handwritten City Council minutes from 1886-1897. These minutes will be of particular value once transcribed as we have never received indices for 1880 to 1896. All other years are indexed making the information more findable.

Ald. McIntyre brought up the petition of William McNamee asking for drain on Welham street to be lowered. Referred to the Committee on Streets

Ald. Robinson brought up the petition of William Snowden and 22 others asking for the Construction of a drain on Alfred street under local improvement act and according to regulations appended

On motion of Ald. Robinson seconded by Ald. Carson

Ordered, That the petition of property owners on Alfred street asking for drain under the local improvement act be referred to the City Engineers to report 1st. If said petition has been signed in accordance with the Act

2nd. If the work is advisable 3rd. The estimated cost of the improvement

Ald. Dunn brought up the petitions of R Conway and 16 others for Drain on John street. Charles Smeaton and 27 others for a Drain on Markland street and R. E. Sparks and 15 other for a drain on Charles street. Referred to the Committee on Streets

Ald. McIntyre brought up the petition of John C Jones asking permission to raise the frame building lately purchased by him on Clarence street nearby opposite Post office. Referred to the Committee on Fire Water & Gas Ald.

Ald. Carson brought up the petition of John Lemmon, City Contractor asking the Council to furnish the Fire Station with fuel and light. Referred to the Committee on Fire Water and Gas

Ald. Hobart from the Committee on Finance and accounts brought up a Report (Number 407 Book E) which was read and adopted

On motion of Ald. McIntyre seconded by Ald. Robinson

Ordered, That the City Engineer be instructed to report what portion of the sum of $5000 voted at the first meeting of this Council for this year, has been already spent and where it has been expended

Ald. Gildersleeve from the Committee on Streets and Improvements brought up a Report (Number 408 Book E.) which was read and adopted.

Ald. Eilbeck from the Committee on Printing brought up a Report (Number 409 Book E) which was read and adopted

The Report of the City Engineer was read Re expenditure on Street Railway track by the City for the years 1884, 1885 & 1886.

On motion of Ald. McIntyre seconded by Ald. Robinson

Ordered, that the City Solicitor be instructed to Collect from the Street Railway Company the Amounts expended by the City in repairing the Street Railway track for 1885 & 1886 and also for 1884 if Collectable

On motion of Ald. Hiscock seconded by Ald. I. Wilson

Ordered, That it be referred to the Finance Committee to see if they are able to provide the sum of Five hundred dollars for repairing the Break water on King street

Ald. Carson introduced a By Law to amend section five of the By Law entitled " By Law to appoint Certain officers of the Fire Department and also a Chimney [?] and Fire Inspector for the City of Kingston which was read a first time

The 30th Rule was suspended and the Council went into Committee of the whole on the second reading

Ald. Robinson in the Chair

The Council resumed

The Committee rose, and the Chairman reported the second reading of the By Law in Committee. The Report was received

The Rule 30 was again suspended and the By Law was read a third time and passed

On motion the Council adjourned

The Clerk read the minutes of the last meeting

Ald. Redden brought up the petition of Thomas A Dupuis and others asking that Brock street above Bagot street be watered.

Ald. Carson brought up the petitions of George Mosers and others and of A Kemp and others asking to have Princess street between Garden and Alfred streets and Barrie street between Princess and Brock street watered. Referred to the Committee on Streets

The Chairman from the Committee on Finance and accounts brought up a Report (Number 410 Book E) which was read and adopted.

The Chairman from the Court of Revision brought up a Report (Number 411 Book E) which was read and adopted.

Ald. McIntyre from the Select Committe Re Water Works brought up a Report (Number 412 Book E) which was read and received.

Communications from Alfred Perry, the Water Works Company, J L Whiting Mayor and Report of City Engineer Carving on the subject were here read.

On motion of Ald. Gildersleeve seconded by Ald. Thompson

Ordered That the Special Committee on Water Works continue its negotiations with the Water Works Company and report result to Council

A Report from the City Engineer was read Re expenditure on Drains .

Ald. Thompson introduced A By Law to authorise the Construction of a Common Sewer in a part of Alfred street in the City of Kingston as a local work and improvement under the provisions in that behalf of the Consolidated Municipal act of 1883 and Amendments - which was read a first time

The 30th Rule was suspended and the Council went into Committee of the whole on the Second reading

A Special meeting of the Council of the Corporation of the City of Kingston was held this day Present

The Mayor stated the meeting was called to take into consideration the widening of the lower part of West street from King street to the waters edge

The Chairman from the Committee on Streets and Improvements brought up a Report (Number 413 Book E) which was read received and adopted

On motion of Ald. Eilbeck seconded by Ald. Redden

Ordered, That the Special Committee on Water Works be empowered to engage the Services of an expert to examine and report on the present and cost of a new system

On motion the Council adjourned

A Communication from W. L. Creyton Esquire Bank of Montreal Re removal of trees - Referred to the Committee on Streets

Ald. Gardiner, Carson, Little brought up the petitions of Joseph Lafaniere & Chris J. Jamieson & others, W. W. Graves & others, John Maloney & others, A.L. Richelieu & John McMahon & others Re street watering

On motion of Ald. Gardiner seconded by Ald. Carson

Ordered, That the petitions relating to the Street watering be referred to the City Engineer to ascertain if the required number have signed, and if so, to have the streets watered and the By Law amended to Cover the location referred to.

Ald. Eilbeck brought up the petition of Benjamin Allen and others Re opening of Charles street. Referred to the Committee on Streets.

Ald. Thompson brought up the petition of William Ford, Jr Esquire and 400 others suggesting that the grounds formerly used [strikeout]occupied[/strikeout] as burying grounds bounded by Ordnance, Alma Balaclava and Ray streets be converted into a Park.

On motion of Ald. Thompson seconded by Ald. Harty

Ordered, That the petition of William Ford and 400 others be received and that the Mayor appoint a Committee to wait on the different Religious Corporations Controlling the grounds named in the petition and ascertain what arrangement can be made whereby the City can secure Control of same for the purpose of adopting the suggestions and prayer of the petition and that the Committee appointed report at the first [strikeout]next[/strikeout] regular meeting of this Council held in the month of July

The Mayor nominated the following Committee Aldermen Carty, Gardiner, Gildersleeve, Thompson McIntyre, Hobart and the Mayor

Ald. McIntyre brought up the petition of James Weir and others praying that measures be taken to abolish the running at large of cattle in certain localities. i.e. Alfred, Frontenac and Albert streets.
